The Criminality Balance for the year 2021, presented this Monday by the Ministry of the Interior, registers a criminal offense rate of 41.3, the lowest so far this century. Although it is also the lowest in history, the change in measurement methods over time means that this last reference must be taken with caution. In total, 1,957,719 criminal acts have been recorded. This figure represents an increase of 10.8% compared to 2020, however, the year taken as reference by the Ministry is 2019, given the anomalies generated by the pandemic last year. Taking that year, the decrease in offenses is 11%. Although in 2021 there have also been exceptional measures to contain covid-19, the report does not attribute any impact on crime to them.
Among those that increase, the most prominent are crimes of a sexual nature. In 2021 there was an increase of 11.1% compared to 2019. Within this category and broken down, sexual assaults have risen 14.4% compared to 2019, with a total of 1,873; and the rest of crimes against sexual freedom and indemnity have increased by 10.6% compared to the data published two years ago. The balance indicates that at least 14,873 were produced, while in 2019 15,319 were reported. The Ministry of the Interior warns in the report that the increase in this type of crime is “related” to “social awareness policies that have caused a greater willingness of victims to report these crimes.”
The violations that increase the most. Five of the ten modalities rise compared to 2019, although unevenly. Intentional homicide and murder attempts are the ones that rise the most compared to 2019, 23.4%. In total there were 1,032 compared to 836 in 2019. Behind are the sexual crimes already mentioned. Finally, kidnappings and drug trafficking grew by 9% and 10.2% respectively. The Ministry of the Interior attributes this latest increase to the work of the authorities within the framework of some specific plans such as the Special Security Plan for the Campo de Gibraltar, since, they argue, it is a type of crime for which there are few complaints.
The ones that go down the most. Thefts occupy the first position with a drop of almost 30%. It is followed by robberies with force in homes, establishments and other facilities, which total 26.1% less than in 2019. There is also a significant decrease in vehicle theft (24.7%) and intentional homicides or completed murders (12 ,4%). This drop is less, however, than the rise in attempts to commit this type of crime.

Melilla is the region where crime is lowest. The autonomous city of Melilla, the Balearic archipelago and Catalonia are the areas in which the index falls the most, with a reduction of more than 20% compared to two years ago. In the case of Melilla it reaches 26.2%. The next on the list is Ceuta, which reduces the number of crimes by 17.7%, more than two points above the Canary Islands (15.4%) and Madrid (15.3%). Navarra and Andalusia close the list of regions whose infractions have decreased the most.
Galicia increases the number of reported crimes by almost 10%. The Galician region is one of the only three communities that increased their crime rate compared to 2019, together with Cantabria, which registered almost a tie in the first position with an increase of 9.9%. Murcia is the third and last community that worsens its data compared to the reference year. However, the rise is minimal, 1.5%.
