The way in which the outgoing cabinet is working on extra compensation for victims of the allowance affair has led to sharp criticism from the Council of State and major objections from municipalities. This is reported by NRC, which saw unpublished documents. The Council ‘sees the errors increasing’, the newspaper writes.
Despite warnings that the approach is too quick and ill-considered and is driven by incidents, the cabinet wants to decide next week about new regulations for victims, writes. NRC. There is a fear that the same mistakes will be made again.
‘tangle of arrangements’
In a recent (not yet published) advisory report, the Council of State is very harsh on the current government approach. According to the Council, the cabinet has made “promises each time that aroused expectations among the victims, while the recovery operation has become too complex”, as a result of which “the intended speed of recovery is increasingly out of sight”. Moreover, this is “damaging for the (re-establishment of) confidence in the recovery operation and in the actions of the government”.
Without clear coordination, the Council of State writes in the advice, ‘a jumble of regulations’ has arisen. Result: “The democratic legitimacy and the quality of decision-making and legislation are coming under serious pressure.”
Out-of-home placements
Tens of thousands of parents have been duped by the allowance affair. They were wrongly labeled by the tax authorities as fraudsters with the childcare allowance, and were faced with strict recoveries that led to debt for many. Also, thousands of parents are entitled to compensation for having to pay back a disproportionate amount of money after making a small administrative error.
A report from the profession also found that judges had left the vast majority of parents out in the cold and suffered from legal tunnel vision. The Central Bureau of Statistics announced on Monday that 1115 evictions had taken place in families known as victims of the allowance affair.
