After the Dana of 2019, Campoamor lost vital infrastructure for the connection between the south and north of the urbanization. The City Council, as the first deputy mayor, Manuel Mestre, recalled in the budget plenary session last Monday, “is judicialized.” The previous PP-Cs government team went before the Superior Court of Justice of the Valencian Community for understanding that the closure to road traffic on that road represents serious harm to the neighbors. While before it was possible to cross from one bank of the river to the other along the beachfront, now residents are forced to make a detour inland to go through the other road that crosses the promenade under the famous stone bridge. And in case this road is flooded due to an episode of rain, go up to the N-332 itself.
The national highway already supports a high volume of traffic in summer, which greatly lengthens the trips of those residents of Campoamor who want to go to Aguamarina, either to the supermarket, the health center or the bar area located in the well-known Cabo Roig strip. Added to all this is that for a few years now the direction of traffic on the old Campoamor bridge has been one-way only, from north to south.
The City Council undertook, despite its opposition, an adaptation in 2021 of the mouth that involved closing this section of Adelfas Avenue to road traffic against its will and painting a marked pedestrian path over the remains of asphalt. The cost of that action then amounted to 72,003.28 euros.
Opposed postures
The state demarcation defends that it is unfeasible for road traffic to return to said section of Avenida de las Adelfas because the land is in public maritime-terrestrial domain and alleges that, if cars are allowed to pass through, it would be violating the Law of Current costs. For its part, the City Council defended that the Campoamor urban planning plan, older than the Coastal Law (it dates back to 1969), already provided for the existence and traffic of vehicles on that now closed road. The City Council is still waiting for the court to rule.
In his writing, Costas points out the action now ordered as the correct one because “it does not imply any modification of the drainage capacity of the river since the platform would be left at the level of the natural terrain and anchored to the old buried base of the road to prevent be carried away by ordinary river floods. Likewise, he demands that the City Council send them a Plenary or Government Board agreement in which they commit to carrying out maintenance and repair in the aforementioned terms.
Different criteria
The road that passes under the famous Campoamor bridge does not, however, run the same risk as its parallel downstream of the boulevard. Costas depends on the supervision of the Nacimiento River channel from the viaduct to the sea, while upstream from the bridge is a domain dependent on the Segura Hydrographic Confederation. Unlike Costas, the basin organization follows a different criterion and has not been opposed to cars continuing to circulate on this other road that is also located on a riverbed.
When asked by this newspaper, the Coastal Department is cautious. They state that they maintain open conversations with the provincial demarcation of Costas, dependent on the Ministry for the Ecological Transition, and that they are awaiting a meeting with them to define the actions to be undertaken and the deadlines.
The channel, invaded by reeds and weeds
Parallel to the problem with the highway, the Nacimiento River channel in its final section lacks maintenance. The mouth, which in other years used to be perfectly cleared, has now been completely taken over by reeds. In the past, this same space has even been used as parking in the summer for those cars that came to enjoy a swim in La Glea. Now those same spaces are practically inaccessible due to the luxuriance of the undergrowth. Last holiday, a fire very close to this point raised alarm among residents, who urged clearing of this area, as well as the rest of the boulevards that cross Orihuela Costa and lead to its beaches. In the specific case of the mouth of the Nacimiento River, spaces converge where, for any action, it is necessary to inform Costas or the Segura Hydrographic Confederation, whether because it is in the public hydraulic or maritime-terrestrial domain. At this time, the City Council is in negotiations with the basin organization to close a future agreement that clarifies the municipal investment that the City Council must make in terms of maintenance of the urban sections of all the channels that cross the municipality.
