Government announced on Tuesdaythat the Ministry of Social Affairs and Health is urging regions to tighten interest rates. According to the government, the regions must apply the restrictions permitted by section 58 of the Communicable Diseases Act in a stricter manner than at present.

What are the restrictions on?

The new restrictions apply to areas that are areas where the coronavirus is spreading. Now 14 hospital districts as well as the province of Åland and the city of Rovaniemi meet the criteria for a distribution area.

The new restrictions apply to private entities, private traders, municipalities and associations of municipalities, religious communities and public bodies.

Restrictions do not apply to activities covered by private or family life. The government recommends avoiding restrictive measures against children and young people.

Restaurants already have opening restrictions

Health The National Institute for Health and Welfare (THL) has divided the risk of infection into three categories: high, moderate and low. risk situations.

The new restrictions apply to group exercise, for example

Government hopes that municipalities and regional administrations will now also restrict measures to moderate-risk opportunities and activities.

In these conditions, coronavirus infections and the spread of the disease are allowed if special attention is not paid to avoiding contact.

Moderate risk situations arise, for example, in indoor and contact sports used for team and group exercise.

Organizers must ensure that safety clearances and surfaces are cleaned and that participants have the opportunity to clean their hands.

Head of Department Satu Koskela The Ministry of Social Affairs and Health says that the additional restrictions are related to, among other things, the conditions for using the customer and participant facilities.

“Restricting the use of the premises means that the operator must organize the operations in such a way that the risk of infection caused by close contact can be avoided,” says Koskela.

If the organizer is not able to adequately prevent the risk of infection through customer location or space arrangements, the organizer may, for example, limit the number of customers.

For example, the Regional State Administrative Agency of Northern Finland said on Wednesday that it is planned to ban indoor gatherings in Northern Ostrobothnia that are attended by more than 20 people.

The category also includes restaurant terraces and trade fairs, as well as indoor spiritual gatherings and choir activities for more than ten people. Moderate-risk events also include outdoor mass concerts and sporting events without marked seating.

According to THL, moderate-risk activities include public transport, with the exception of taxis. Restrictions on public transport, at least not yet recommended, have been introduced.

“Guidelines for public transport are being considered separately, as the corona passport cannot be used to get rid of restrictions on public transport,” says Koskela.

THL updated its risk assessment for public transport this week. Now, in addition to long-distance transport, local transport is a moderate risk activity.

Restrictions are not recommended for theaters and museums

The lowest the risk of infection is in low-risk situations. The government does not recommend restrictions on them. In these situations, the contacts are usually short-lived.

Places of low risk include grocery stores, markets, markets, public areas of shopping malls, libraries and museums.

Low risk of infection also applies to sporting events, cinemas, theaters and concerts if seating is specified.

Still, for example, many theaters in Helsinki announced at the weekend require a coroner passport for those entering the shows. Theaters justified their decision on the grounds that the theater has restricted drinking areas.

Schools and workplaces are also low-risk facilities.

A corona passport cannot be required for public transport

Infectious Diseases Act allows restrictions to be avoided through the corona passport, the EU’s digital corona certificate. The organizer of the event may require a corona certificate from participants over the age of 16.

Certification may not be required for statutory and non-statutory services such as public transport.

The municipality must arrange free corona testing for those aged 16 to 17 who do not have a full vaccination series.

Teleworking is recommended in all areas of spread

Nationwide the telework recommendation will be re-introduced in areas where the coronavirus is spreading. The government recommends that public sector employees work remotely as widely as possible when the job allows.

Similar teleworking is also recommended for private employers.

A new article is to be added to the Communicable Diseases Act, which may require the SOTE employer to ensure that the personnel do not pose a risk of infection to those being treated. An unvaccinated worker should no longer work in patient work. The government’s proposal is scheduled to be submitted to Parliament next week.
