The cities of Espoo, Helsinki and Vantaa do not write corona certificates for corona vaccinations given abroad. According to the director of health services in Espoo, the task does not belong to them, but a national solution would be required.

“My family and I lived in Singapore and returned to Finland last summer. My husband and I had time to get the first vaccine in Singapore in May and in July we got the second vaccine in Finland, ”says Karin.

There is a paper certificate for the vaccine obtained in Singapore. Karin says that he explained the situation at the health center in Espoo, but the answer was a resounding no: In Finland, it is not possible to enter information on vaccination doses received abroad. He wonders why the testimony of the country of reliable health care cannot be believed here.

The children in the family are under the age of 12, meaning they have not yet received a coronary vaccination.

However, there is more behind the policy taken by Espoo, Helsinki and Vantaa: according to the three cities, the task does not belong to them, but a centralized national solution would be needed.

“The issuance of certificates requires an administrative decision and it is unclear whether it belongs to the municipalities by law. In addition, healthcare is already on the verge of being overloaded, and such a task does not require healthcare expertise, although of course we understand the importance of obtaining a certificate from an individual’s perspective, ”says Paananen.

In addition, according to Paananen, finding out the correctness of certificates is sometimes challenging. According to him, it does not make sense for the authenticity of certificates to be verified separately in each municipality.

“If this is poorly organized, it will jeopardize the credibility of the EU certification system.”

According to Mustonen, the registration of vaccines received abroad has already been successful in at least some municipalities.

“Certificates have been stored in Kanta services. We are talking about dozens at the moment, certainly not yet in the hundreds. ”

Vaccination can be registered in the EU corona certificate through THL’s national printing and registration service. The service has been introduced by a total of 120 municipalities, most of which have also introduced the possibility to register. With the same system, health care can print certificates.

In principle, the certificate should still be obtained from where the vaccination is.

Finland started in September prepare a model for the introduction of an EU common vaccination certificate for those vaccinated in third countries.

Certificate processing practices are being negotiated in EU co-operation, but so far no agreement has been reached, says the head of the Digitalisation and Information Management Unit Minna Saario From STM by email.

However, certificates issued in EU countries cannot be turned into a corona certificate in Finland. HS said in late September a case in which even a person who received vaccination doses in Sweden could not be issued a corona certificate in Finland.

In principle, the certificate should still be obtained from where the vaccination is, Saario says.

In Finland, an corona passport can only be required when restrictions on the event or space in question apply. Only restaurant restrictions apply at this time. However, the regional authorities received from STM on Friday new guidelines on interest rate restrictions.

The STM is also investigating the requirement for corona vaccinations for certain groups. There are social and health care professionals involved, but also other groups that have not yet been opened in more detail.

“I am outraged. I simply do not understand how citizens can be put in this position, that work cannot be done, ”he says.

“It may not be possible for a person who takes vaccines because he wants to protect others and himself to lose his job because of such a bureaucratic decision.”

Markus Paananen from Espoo emphasizes that at least such a situation must not arise that, for example, a care worker who has received appropriate corona vaccines will not be able to get a job due to a missing certificate.

In January Six months have passed since Karin’s second dose. Karin is planning to get vaccinated then. In Finland, the dose would be the second, even if in reality it is already the third.

“Of course I could have been vaccinated earlier, because officially I have received one dose and I would get a certificate, but now, contrary to the instructions, it would not bother to take the vaccine.”
