Coronavirus HS sources: Government’s corona fist is likely to outline today a new support package for businesses, but not necessarily a restaurant lockout

The government is likely to present a support package of up to more than EUR 150 million, which includes the restoration of unemployment insurance for entrepreneurs.

Government a coronary ministerial working group has met again today, friday, to consider whether restaurants should be closed in whole or in part.

According to HS, it is unclear whether decisions will be made today.

Various parties are reporting that a decision on the restaurant closure may be postponed until next week, when a longer-term assessment by the National Institute for Health and Welfare (THL) will be completed.

Although the restaurant closure would be decided today, it would not take effect until three weeks at the earliest, as parliamentary proceedings will take time. It is not yet known whether the lock will even be needed at that time.

Instead, the working group may decide and also announce today a new corona subsidy package, which includes a cost subsidy package with closure compensation.

The size of the package is not yet certain, as there are no restaurant decisions. Minister of Economic Affairs Mika Lintilä (center) estimates in an interview with HS in December that the package is between EUR 120 million and EUR 150 million, but according to HS data it may be even higher.

According to HS, the package states that entrepreneurs would regain the right to claim unemployment benefits under a coronary pandemic. The opportunity ended on November 30th.

The support package has been prepared by officials and is not expected to arouse political passions.

HS: n According to the data, the Ministry of Social Affairs and Health (STM) already suggested at Thursday’s meeting that the main option is to close all catering shops for three weeks. In that case, the restaurants would also be completely closed.

On Friday morning, the group heard a review of the epidemic situation. In the afternoon, it is the turn of the restaurant and support decisions. The standby law is not on the agenda. It is likely to be discussed early this week if the situation worsens.

Health and Welfare (THL) has recommendedthat only bars and pubs will be completely closed for three weeks. Even today, restaurants should close their doors in the early evening.

STM justifies the closure of everyone, including food restaurants, on the grounds, among other things, that it is the easiest and fastest way. The distinction between different types of restaurants in the law has been partly difficult.

The closure of restaurants would be intended to curb the spread of the coronavirus so that hospitals remain operational. This is one of the few restrictive measures that the government no longer has in its hands under normal law. For example, the transition to distance learning and the closure of facilities are decided by municipalities and regional government agencies.

Restaurants opening hours have already been restricted so that all restaurants will have to stop drinking at 5pm and close their doors by midnight.

Bars that focus on drinking alcohol may have half of their seats available, and other caterers may use 75 percent of their seats.

Restrictions do not apply to staff restaurants or the sale of takeaway food to customers.

The current law does not allow for the complete closure of restaurants or any further restrictions on opening hours. If they are to be closed in full or in part, the government must propose an amendment to the law.

Corona group options other than the complete closure of restaurants were also discussed during Thursday’s meeting.

For example, an option was banned to ban the sale of alcohol. In that case, in practice, the bars would close, but the restaurants could at least be left open.

Discussions have also highlighted the possibility of transferring regulation of restaurants to regional government agencies. Restaurants are now decided by the government, although just about all other restrictions are decided by municipalities and regional government agencies.

The Center and the RKP opposed the closure of all restaurants but not the closure of high-risk restaurants, such as bars. Other parties also found the closure of food restaurants problematic because it differs from the model put forward by THL.

Prime minister Sanna Marin (sd) confirmed yesterday in the election examination of Iltalehti that HS had prepared for the introduction of a state of emergency law. According to HS, the matter is not on Friday’s agenda.
