Coronavirus pandemic: In the tough corona lockdown, very different rules and measures sometimes apply in Germany – we provide an overview.

Munich / Berlin – Which corona rules apply where? Federalism, the Federal Republic Germany in an entire state and 16 states is divided into the Coronavirus pandemic put to the test.
Schools, contact restrictions, one-person rules – because of the sometimes very different interpretation of the Covid-19-Activities once again there is a huge mess. From state to state (according to inhabitants) – Merkur.de provides an overview:
North Rhine-Westphalia (17.93 million inhabitants): Municipalities should decide on Corona-Leine
NRW is the largest federal state in terms of inhabitants (source: bpb). The following apply in the west of the republic Corona rules:
- Corona leash / 15 km rule: This is in the Corona protection regulations not included. The municipalities can and should decide for themselves. The rule is a recommendation by the federal government to limit the range of movement of citizens to 15 kilometers from the city or town limits of the place of residence if the respective municipality has one 7 day incidence of 200. This is primarily intended to prevent tourist day trips.
- One-person rule (contact restrictions): A household may (in principle) only meet with one person from another household. In NRW children of single parents and small children are excluded.
- Schools and daycare centers (education): The schools and daycare centers are closed, but parents should be given paid leave for childcare.
Bavaria (13.07 million inhabitants): Under Markus Söder, the corona rules are stricter
The Free State persecutes under Prime Minister Markus Söder (CSU) since the beginning of Corona crisis usually a sharper interpretation of the conversations with the Federal government of Chancellor Angela Merkel (CDU) discussed measures. In Bavaria apply these Corona rules:
- Corona leash / 15 km rule: Citizens are allowed to reside with a 7 day incidence of over 200 Do not leave from a radius of 15 kilometers. Purchases are excluded from this.
- One-person rule (contact restrictions): A household may only meet with one person from another household. In Bavaria This excludes children of single parents and smaller children (under three years of age). In the childcare may also a designated contact family help.
- Schools and daycare centers (education): Are closed. There is one for everyone who needs it Emergency care for children grades 1 to 6.
Baden-Württemberg (11.07 million inhabitants): Primary schools and daycare centers should reopen earlier
On January 6th, all urban and rural districts were in Baden-Württemberg again below an incidence of 200. Accordingly, BaWü planned a less strict interpretation of the proposals.
- Corona leash / 15 km rule: Baden-Württemberg does not want to implement this measure as of January 11th.
- One-person rule (contact restrictions): The contact restriction to one household applies. But: Children should be excluded from it.
- Schools and daycare centers (education): Upper grades at secondary schools, secondary schools and vocational schools as well High schools stay at home, but depending on the infection, they should Elementary schools and Daycare centers open again from January 18th.
Lower Saxony (7.98 million inhabitants): Municipalities decide on the 15 km rule
- Corona leash / 15 km rule: Municipalities should decide for themselves.
- One-person rule (contact restrictions): Children up to three years of age can be with a carer. An example: a mother or father with a baby or toddler is allowed to visit their grandparents.
- Schools and daycare centers (education): Stay closed until at least January 31st.
Hessen (6.26 million inhabitants): Children are no exception to the one-person rule
- Corona leash / 15 km rule: Citizens are allowed to reside with a 7 day incidence of over 200 Do not leave from a radius of 15 kilometers.
- One-person rule (contact restrictions): Your own household may only meet with one other person. children are not exempt from this.
- Schools and daycare centers (education): The schools have reopened. However, there is no compulsory classroom attendance for children in grades 1 to 6.
Rhineland-Palatinate (4.08 million inhabitants): 15 km rule in Covid 19 hotspots
- Corona leash / 15 km rule: The measure should be in Covid-19 hotspots in consultation with the municipalities.
- One-person rule (contact restrictions): A household may only meet with one person from another household. In Rhineland-Palatinate children of single parents and small children are excluded.
- Schools and daycare centers (education): The schools have reopened. However, there is no compulsory classroom attendance for children in grades 1 to 6.
Saxony (4.07 million inhabitants): Germany’s corona hotspot has strict Covid-19 rules
Saxony has been the since January Corona hotspot absolutely in Germany – with counties with a 7 day incidence in the high three-digit range.
- Corona leash / 15 km rule: The Corona rule applies throughout the state.
- One-person rule (contact restrictions): Your own household may only meet with one other person. children but are excluded from this.
- Schools and daycare centers (education): Stay closed. There should be emergency care.
Berlin (3.64 million inhabitants): graduating classes should be allowed to go to school
- Corona leash / 15 km rule: The Corona rule applies throughout the state.
- One-person rule (contact restrictions): Also in Berlin children of single parents and small children are excluded.
- Schools and daycare centers (education): The final grades 10, 12 and 13 should be taught in small groups.
Schleswig-Holstein (2.89 million inhabitants): Corona rules – exceptions when looking after children
- Corona leash / 15 km rule: Covid-19 hotspots should, depending on the individual case, limit the radius of movement of their citizens to 15 kilometers. But there is no provision for this.
- One-person rule (contact restrictions): Members of a household may only meet one other person. However, there are exceptions for the care of Children and caring for family members.
- Schools and daycare centers (education): Stay closed. Emergency care should be made possible.
Brandenburg (2.51 million inhabitants): Children are exempt from the one-person rule
- Corona leash / 15 km rule: The rule applies in the federal state around the capital Berlin.
- One-person rule (contact restrictions): children are excluded from the rule.
- Schools and daycare centers (education): Stay closed. Emergency care should be made possible.
Saxony-Anhalt (2.20 million inhabitants): Strict corona rules apply
- Corona leash / 15 km rule: The Covid-19 rule should apply in this state.
- One-person rule (contact restrictions): The rule applies to children without exception.
- Schools and daycare centers (education): Stay closed. Emergency care should be made possible.
Thuringia (2.14 million inhabitants): Bodo Ramelow – “My hut is burning right now”
“We just have to face the fact that the virus is only just beginning to really pick up speed. I notice that my hut is on fire in Thuringia, ”said Prime Minister Bodo Ramelow (Die Linke) on January 10th the “heute journal” of the ZDF. And what are the rules?
- Corona leash / 15 km rule: The Covid-19 rule is a recommendation.
- One-person rule (contact restrictions): Members of a household may only meet one other person. Children are not exempt from this.
- Schools and daycare centers (education): The graduating classes are allowed in the schools. Homeschooling and distance lessons are planned for all other classes. Daycare centers are tight.

Hamburg (1.84 million inhabitants): The schools are open again despite the corona pandemic

Mecklenburg-Western Pomerania (1.68 million inhabitants): graduating classes should go to schools
- Corona leash / 15 km rule: The Corona rule to limit the range of motion applies.
- One-person rule (contact restrictions): There are exceptions for children up to the age of twelve.
- Schools and daycare centers (education): The graduating classes should go to the schools walk.
Saarland (990,000 inhabitants): Sharp corona rules also around Saarbrücken
- Corona leash / 15 km rule: The Corona rule to limit the range of motion applies.
- One-person rule (contact restrictions): The rule applies to children without exception.
- Schools and daycare centers (education): Stay closed. Emergency care should be made possible.
Bremen (680,000 inhabitants): Compulsory schooling is suspended during the Corona crisis
- Corona leash / 15 km rule: The rule is implemented by the smallest federal state.
- One-person rule (contact restrictions): Children are exempt from the rule.
- Schools and daycare centers (education): Compulsory schooling is suspended, but parents can still send their children to school.
