The consultant of the Ministry of Health William Amorim Santana, technician of the import division of the Pasta, confirmed this Friday (9) to the CPI of the Pandemic that was the server Regina Célia Silva Oliveira, supervisor of the contract for the acquisition of the Indian vaccine Covaxin, the responsible for authorizing the participation of Madison Biotech as an intermediary company linked to the manufacturer Bharat Biotech, continuing the process for importing the immunizing agent in the country.
The deponent also said that he made three alerts to the inspector about errors in the invoice (invoice for international negotiation) such as the lower number of doses than agreed, delivery time, determination of advance payment and the presence of the intermediary, all of which were not provided for in the contract, according to information from the Senate Agency.

“We received the commercial invoice, made the notes, submitted it to the inspection area, and they [Departamento de Fiscalização] gave the assent. Is it over there [Regina Célia] did not tell me that this information could not be included on the invoice at any time. On the contrary, we have an exchange of emails where she responds to the supplier who accepts the terms and waits for the fulfillment of item 2, which is the presentation of the statement saying who Madison is”, explained the consultant, adding that Need Medications (the Brazilian company that negotiated the purchase) sent the statement directly to the Ministry of Health’s inspection department to allow Madison Biotech to be included on the invoice, and, according to him, the import division was not responsible for following up on the process.
Also according to Santana, despite the repeated notifications to need to make corrections, the third invoice (the last one before Anvisa rejected Covaxin’s import license) still presented divergences with the contract. The consultant informed that the points related to advance payment were corrected, but two errors persisted: Madison’s presence and information about the shipment of cargo with extra freight and insurance, around R$ 5 million.
The entire technical analysis on the issuance of Covaxin’s import license was carried out by Santana under the supervision of the director of the import division, Luis Ricardo Miranda, who has already testified to the commission and said he suffered “unusual pressure” from his hierarchical superiors for approval quick trading with Bharat Biotech. The consultant confirmed that his boss was pressured to release the import of Covaxin vaccines.
“There is a hierarchy in the ministry, so the charges come from the top down. The charges were paid to him, he was charged a lot”, he said.
During the testimony, the consultant exhibited the three emails sent by Necessidade Medication, including the invoice which, according to senator Simone Tebet (MDB-MS), corresponds to the same document presented by the server Luis Ricardo Miranda and which was declared by the minister of the General Secretariat of the Presidency of the Republic, Onyx Lorenzoni, as false.
When comparing the documents, Willian Santana confirmed that it was the first invoice, sent via dropbox link (a service for storing and sharing files) on March 18th. For senator Renan Calheiros, rapporteur of the CPI, the minister committed the crime of falsehood by trying to confuse the investigation and defended his summons to testify to the CPI. The president of the collegiate, Omar Aziz (PSD-AM), informed that the summons will be voted on Tuesday (13).
