The dead man’s spouse told HS on Monday that there was an opening in the construction site fence. A relative of the deceased estimated that the man thought the opening in the fence of the construction site was a path left for pedestrians.
It is still unclear why there was a hole in the fence. On Sunday evening, HS’s reporter noticed several passers-by trying to move fences on the edge of Kaisaniemi Park.

“It’s really dangerous,” says the technical director of buildings and public areas of Helsinki’s urban environment department Kari Pudas.
He himself has noticed, for example, that townspeople are moving fences in connection with the Kaisaniemi park construction site.

The site of Kluuv’s accident is not the city’s own construction site, so Pudas comments on the matter on a general level.
Street work in addition to the authorities’ instructions, there are also the city’s own instructions. Adequate protection in city areas is considered on a case-by-case basis.
“In general, you have to fence in such a way that people don’t accidentally fall into trenches,” says Pudas.
In addition to low, plastic fences, for example high metal fences can be used for protection.
The challenge in the city is often the lack of space. However, according to Pudas, construction safety is at a high level on a city scale, and the importance of safety arrangements is understood on construction sites.
