D.The investigative committee of the North Rhine-Westphalian state parliament on the July flood dealt on Wednesday with the question of why the black and yellow government under the then Prime Minister Armin Laschet (CDU) did not activate its crisis team at the beginning of the disaster in mid-July, but rather one Coordinating group left. Interior Minister Herbert Reul (CDU) had assured that this had also “worked great”, but then admitted in August that it would have been better to activate the staff – “even if less for operational, but for symbolic reasons”. “If, if not, in the biggest natural disaster in our state, should you do that?” Said Reul at the time.
The interior minister had taken up the argument of the opposition without further ado. The SPD and the Greens are of the opinion that a crisis team would have had far greater opportunities to intervene than the coordination group. During the July flood, entire areas of North Rhine-Westphalia were devastated, 49 people died. On Wednesday, two firefighters from Hagen who were invited as experts criticized the government: “Actually, the deployment of the Federal Armed Forces has to be controlled by the state government’s crisis team. We did it on our own, otherwise we would still be standing in Hagen today with a shovel and wheelbarrow. “
From the committee documents available to the FAZ it emerges that ministerial officials State Chancellor Nathanael Liminski (CDU) pointed out in a note on July 15 that there were “good reasons” in favor of convening the crisis team. Ultimately, however, it is “to be decided politically” whether it is the right instrument. After all, the “well-established coordination channels” have proven their worth. In a further note, reference is made to an “explanatory contradiction”: The fact that there was never a corona crisis team in North Rhine-Westphalia speaks against a flood crisis team.
