The president of the CNA, João Martins, met, this Wednesday, 5, with the presidents of State Federations of Agriculture and Livestock to discuss the priorities of the agro in the tax reform.
Martins stated during the meeting that the reform should guarantee legal certainty, simplify the tax system without increasing the tax burden.

The Confederation of Agriculture and Livestock of Brazil has subsidized the Parliamentary Front of Agriculture (FPA) with technical studies that show the economic impacts for producers and the population.
To avoid these impacts, the entity defends seven priority points to appear in the final report of the deputy Aguinaldo Ribeiro (PP-PB), rapporteur of the matter. Are they:
- the agribusiness rate must be up to 20% of the standard rate;
- small and medium-sized rural producers are not direct VAT contributors, as is the case in countries such as Spain and Germany, and that a Special Regime for Agriculture, Livestock and Fishing be created. Producers with annual revenues of BRL 4.8 million are not obliged to pay the tax, but have the option of voluntary membership;
- Excise tax cannot be levied on agricultural inputs or on food, otherwise it will increase the population’s cost of living and generate tax cumulativeness, one of the problems that the current system intends to eliminate;
- IPVA should not be levied on agricultural aircraft and tractors, as there will be an increase in the tax burden on assets and on services contracted by rural producers;
- the remuneration of the integrated rural producer must not be subject to the incidence of VAT, just as it currently is, the incidence of Income Tax;
- guarantee that tax credits are reimbursed within 60 days, and that they are not reversed;
- proper treatment of the cooperative act. It is necessary to prevent higher taxation on the relationship between the member and the cooperative than that which would apply if the member operated individually or through another type of company.
The CNA informed that it will support the tax reform if these points are met. The Confederation and the FPA are together in negotiations with the rapporteur Agnaldo Ribeiro so that these points are taken into account in the proposal.
