The assessment and possible future decisions by the government are largely about how climate issues are expected to move forward in the next ten years. The climate panel has also emphasized that there is a lot of uncertainty in the estimates.
The government may therefore also decide to believe what the climate panel considers to be scientifically uncertain. In this case, only the future will show which one was right. One example is the development of the number of electric cars, which has so far been faster than forecast.

Last autumn, the government agreed that the adequacy of climate action would be reviewed on the basis of expert assessments in March, and that new action would be taken if necessary.

Other plants are expected to have different views on emissions than the climate panel, as the perspective of the plants is slightly different.

The plans are interrelated. The government intends to take fewer actions in Kaisu and replace them with actions in the land use sector. The government should therefore outperform in land use measures.
The assessment bodies do not know exactly what the other two plans are going to do, because there are no decisions on them. This makes it really difficult to evaluate facilities. All three plans had to be ready by last fall.
