A new type of fraud is now in progress using fake 3-D Secure payment confirmation pages when shopping for goods and services on the Internet. Thus, through a legal transaction in the bank, the funds go directly to the scammers. Every month there are 3.7 million such cases; in the first six months of 2021, scammers were able to lure about 400 thousand rubles in this way.
Earlier on Wednesday, June 30, President Vladimir Putin on a direct line announced a possible solution to the problem of telephone scammers posing as bank employees. According to him, the problem is multifaceted and lies in the fact that the Central Bank and financial institutions must ensure bank secrecy. This makes it difficult for law enforcement agencies to suppress the actions of fraudsters.
“In my opinion, there is a solution. The Central Bank has the right, if it sees any dubious operations, to proactively apply to law enforcement agencies. But if the Central Bank has such a right, then the operational services of the Ministry of Internal Affairs, other law enforcement agencies or special services can apply to the Central Bank, ”the President said.
Typical victims of scammers are middle-aged men. As shown by a recent study, they are the ones who trust the schemes of malefactors more than women and the elderly. Residents of the Central Federal District suffer the most from the actions of fraudsters (more than 40 percent), the least of all – the North Caucasian Federal District (1.4 percent).
