Go to the initiative to give the “word to the citizens, where the states have failed”
With the revolutionary first online referendum (the one on Legal Euthanasia), Marco Cappato and Mario Staderini they marked a milestone in the history of popular participation in politics. And now they try again, with the collection of signatures through SPID for the popular initiative law: “Citizens for the Climate”. The project aims to give the “word to the citizens, where states have failed”. Its purpose is to bring the Citizens’ assemblies drawn by lot, a new form of deliberative democracy experimented for twenty years now, where a group of citizens drawn on a representative sample basis of the population, discusses and deliberates on a theme after having been trained by experts.
A step towards direct democracy
The initiative is promoted by the coalition “Politicians by chance – Citizens informed to decide” (a coalition of non-electoral subjects and movements, such as the Sardines, Democrazia Radicale, Eumans, Yezers, Oderal, Certi Rights, local groups of Extinction Rebellion, Diem 25, Certi Rights) and the pan-European movement founded by Marco Cappato “Eumans – Citizens for democracy and sustainability”, which bears the costs of carrying out the online signature collection. First signatory of the proposal is Mario Staderini, jurist and activist who paved the way for the revolution of direct democracy in Italy, with his action aimed at the historic conquest of the digital signature for referendums and popular initiative laws.
The text of the climate emergency law
The goal is to reach the 50,000 signatures needed to file the bill in Parliament. A new deliberative model is spreading around the world for innovative solutions to issues such as global warming. Climate civic assemblies help address questions elected politicians lack the courage to discuss: taxation of emissions, subsidies to fossil fuels, population growth, intensive farming.
Cappato: “We bring to Italy a model of participatory democracy that works all over the world”
“As COP26 is drawing to a close, where states have so far failed in the fight against climate change, we must act as citizens by activating every participation tool”, he declared Marco Cappato, political activist and founder of the pan-European movement of popular initiative Eumans, committed to sustainability issues “With the launch of the online signature collection on the popular law proposal” Citizens for the climate “we want to do this by establishing in Italy a model of participatory democracy that is working around the world: civic assemblies drawn by lot on the climate “.
“A new deliberative model is spreading around the world to adopt innovative solutions on issues such as global warming. It is about the “Citizens’ Assemblies”: assemblies of people drawn on a sample basis, who study, debate and decide with the support of experts “, declared Lorenzo Mineo, coordinator of the Promoting Committee of “Politicians by chance – Citizens informed to decide”, Italy also needs a large civic assembly drawn by lot on environmental issues, such as the one created by France last year with the Convention Citoyenne pour le Climat, to impose a new agenda on politics on the greatest emergency of our time: the climate crisis ”.
