It is impossible to fuel the glory of the criminals who organize attacks on schools, there should be a culture of reporting such tragic cases, there is a proposal not to name the attackers. This was announced on Monday, September 26, by Maria Lvova-Belova, Commissioner for Children’s Rights in the Russian Federation.
“There needs to be a culture of reporting on events like this so as not to fuel the fame of school shooters who commit heinous crimes,” she said.
In addition, the children’s ombudsman noted the need for constructive work in identifying destructive groups.
“Another very important point is the transfer of information to law enforcement agencies about those people who are being treated, registered in such an aggressive state that they can cause a threat to life and health, people, society,” added Lvova-Belova.
Earlier that day, there was a shooting at school No. 88 in Izhevsk. A former student entered the school and opened fire on the students. Among the victims of the attack were first-graders, security guards and teachers. 26 medical teams worked on the spot, which immediately provided medical assistance to all the victims. After the attack, the shooter committed suicide.
The press service of the government of Udmurtia reported that 17 people, including 11 children, were killed in the shooting.
Russian Minister of Health Mikhail Murashko noted that at the moment 23 patients are under the supervision of doctors in Izhevsk hospitals, including 21 children. The condition of 12 people is assessed as serious, three children are in critical condition, the rest are in a state of moderate severity.
It is planned that on Tuesday doctors will transport some of the children to Moscow. Transportation will be carried out after their condition is stabilized.
The Investigative Committee of the Russian Federation established the identity of the attacker. It turned out to be 34-year-old school graduate Artem Kazantsev. He was wearing a black T-shirt with Nazi symbols and a balaclava. As it turned out, the shooter was registered in a psycho-neurological dispensary with a diagnosis of schizophrenia.
On the fact of an armed attack, a criminal case was initiated under Art. 105 of the Criminal Code of the Russian Federation (“Murder of two or more persons committed in a generally dangerous way”), and 222 of the Criminal Code of the Russian Federation (“Illegal acquisition, storage and carrying of firearms”).
Russian Minister of Education Sergei Kravtsov instructed to strengthen security measures in Russian schools. All schools will also be trained on the school security system together with the Ministry of Emergency Situations.
