In the current six-year term, Chihuahua is the third entity in the country with the most transfers of persons deprived of their liberty from state penitentiary centers to federal prisons, reported the Secretariat of Security and Citizen Protection (SSYPC) of the federal government.
During the 29th Plenary Assembly of the National Conference of the Penitentiary System held on Monday, the Secretary of Security and Citizen Protection, Rosa Icela Rodríguez, explained via Zoom that transfers reduce the risk of incidents within state centers, and detailed that the entities with the highest number of changes are: State of Mexico, with 1,938; Mexico City, with 1,786; and Chihuahua, with 1,771 transferred inmates.
The list is completed by the states of Tamaulipas, with 1,728; Zacatecas, 1,476; Guanajuato, 1,348; Nuevo León, 1,193; Veracruz, 680; Quintana Roo, 627; Puebla, 591; Sonora, 558, and Guerrero with 513.
Despite the figures presented, the State Government has requested the transfer of federal prisoners on several occasions.
For example, in July of last year, the Secretary General of the Government, Santiago de la Peña, urged the Government of the Republic to transfer federal prisoners to penitentiary centers under its jurisdiction, in order to depressurize state prisons.
The above is in connection with recommendation 132/2023 that the National Human Rights Commission (CNDH) addressed to the Government of Chihuahua for the events that occurred on January 1 at the State Social Reintegration Center (Cereso) No. 3 in Ciudad Juárez, where 30 inmates escaped during a riot that left 17 people dead, including 10 guards and seven people deprived of their liberty.
According to the document prepared by the Decentralized Administrative Body for Prevention and Social Readaptation, in the Chihuahua penitentiary system there are 548 people prosecuted for federal crimes (478 men and 70 women), as well as 676 who are serving a sentence also from the federal jurisdiction (595 men and 81 women), which gives a total of 1,224.
Recommendation 132/2023, issued by the CNDH on July 31 for the escape of prisoners and the murder of custodial staff at Cereso 3 on January 1, was only addressed to the Government of Chihuahua due to the co-government conditions in which the prison was located, explained the organization’s spokesperson, Octavio Magaña.
