Update from October 30th, 3:22 p.m.: More power to the members? At the CDU, a membership decision to determine the successor of Armin Laschet as party leader is emerging. The circle chairpersons conference on Saturday voted overwhelmingly in favor of this proposal.
“The district chairman conference made it very unanimous and made it clear that one would like a member survey for the next party chairman or for the next party chairman,” said Junge Union boss Tilman Kuban on the sidelines of the event. “We are happy about it as a Junge Union.”
According to participants, (still) party leader Armin Laschet received a lot of applause for his demand that all candidates should then accept the result of the member survey at the necessary federal party congress.

A group of East German party members unrolled a banner in front of the conference hotel with the inscription “CDU membership decision now!” Several of the 326 district chairmen also asked for a member survey before the start of the conference.

A number of possible applicants for Laschet’s successor are named in the party. CDU: Party wants to initiate a new beginning with district chairmen’s conference
The total of 326 CDU district chairmen come together for an exchange. They cannot decide anything in concrete terms. Means: No personnel decisions will be made on Saturday. The conference of district chairpersons can, however, set the pace for further action. It continues on Tuesday, when the CDU bodies formally make a decision. Meanwhile, there are strong efforts at the grassroots level for a membership vote. In the case of the chancellor question, the CDU leadership refrained from making this decision – and opted for Laschet as candidate for chancellor.
With regard to the future personnel orientation, the KVK deals with the following questions: Should the new chairman be determined by a member’s decision? And should a dual leadership of men and women lead the party in the future? According to the CDU party statute, the election of the chairman is reserved for a party congress. A member survey could only precede a party congress, which then makes a decision. And what about a possible dual leadership? There are different views on this within the Christian Democrats.
CDU: Considerations regarding dual leadership – where are the women?
Norbert Röttgen, a candidate for the CDU chairmanship, does not believe in dual leadership. “Above all, the CDU now needs clear leadership, which is made more difficult by a dual leadership,” he told the newspapers of the Funke media group. The deputy CDU federal and Rhineland-Palatinate state chairwoman Julia Klöckner spoke out in front of the KVK in favor of membership participation, but also stated: “Our district chairmen are skeptical about the question of a dual leadership in the federal party.”
The new Bundestag Vice-President of the Union, Yvonne Magwas, meanwhile pleaded not to exclude a dual leadership from the outset. “My concern is: Let’s just discuss this issue openly without rejecting it right away,” said the CDU politician in Berlin. “There are also advantages of dual leadership. As a party, you make an offer to the voters, to the citizens. And from my point of view, the offer at the Union can be a bit broader than it may have been in the past. “
Is dual leadership even conceivable? The calls for an occupation like that of the SPD and the Greens have recently been louder – and came in particular from CDU women. He spoke of a new start in terms of personnel, but wants to stay to moderate it. A decision on the future CDU leadership is expected at the approaching party congress (planned for the beginning of 2022 at the latest). Some names are already being traded as Laschet successors.
