The Italian law, inArticle 117 of the Highway Code, indicates the characteristics that identify i novice drivers concern who has obtained the driving license, for the categories A2, A, B1 and B for less than three years.
They, in addition to not being able to drive certain cars, in case of infringements of medium and high severity, are always punished with one ancillary sanction, which is often double the fine and the points to be deducted. With the reform of the Highway Code, new drivers they can drive even more powerful cars, only if at their side there is, as an instructor, a person equipped with valid driving license for the same category or higher, achieved by at least ten years and not older than sixty-five.
Newly licensed electric cars
In the characteristics of the cars for novice drivers to report an important inconsistency for the electric cars. Battery-powered cars are reported on the registration certificate not the peak power, often high, but that “Maximum about 30 minutes” in kW, as required by a regulation of theEuropean Union.

The definition of new drivers was introduced in Traffic Laws after February 9, 2011. To check whether a car can be driven by a novice driver or not, just go and see on the vehicle registration document. In particular the models registered after 4th October 2017 the data to be consulted, that is the power / tare ratio, is found in third box on the second line.
In older cars the calculation has to be done dividing the items “power in kW” and “tare” (or “empty mass”). It can also be verified online from the de the portal of the automobilista.it, inserting only the license plate of the machine in question.
For example a car with 46 kW of power and a tare weight of 900 kg, the specific power is 51.1 kW / t (46 kw / 0.9 t) and fits perfectly among the characteristics of cars for novice drivers.
Newly licensed cars, insurance
It goes better on the insurance front because since 2007, thanks to Bersani decree, the novice driver, in case of purchase of a new or used car, can take advantage of the lowest merit class of your family unit.
For example, if the father is in first class, even the son, even if he is a new driver, will benefit from the same. Previously, you were admitted directly into 14 °, that is, in the last.
