In Tatarstan, during the first five days of cameras operation, employees of the Center for Automated Recording of Administrative Offenses in the Field of Road Traffic (TSAFAP) of the State Traffic Safety Inspectorate recorded more than 1,000 cars, where people were with unfastened seat belts. At the same time, 815 car owners were “absolutely reliably identified by the employees of the Tsafap State Traffic Safety Inspectorate of the Ministry of Internal Affairs for the Republic of Tatarstan” and have already received decisions on fines, noted in the State Budgetary Institution “Traffic Safety” of Tatarstan.
“In full accordance with Art. 12.6 of the Administrative Code, decisions are made to impose an administrative fine in the amount of 1,000 rubles for violating the requirements of clause 2.1.2 of the SDA, that is, “to be fastened and not to transport passengers who are not wearing seat belts. It will no longer be possible to ignore the elementary rule of survival in the passenger compartment with impunity, ”said Rifkat Minnikhanov, director of the State Budgetary Institution“ Road Safety ”of Tatarstan.
According to the developers of the new software and traffic cameras, in Tatarstan, from July 1, two cameras began to work with such a system. One of them is located on the M-7 highway on the section from Kazan to Ufa, the other is on the Kazan-Orenburg highway. Over time, their number will grow.
In Tambov in April, one complex was installed, which fixes, among other things, an unfastened seat belt. Since then, about 4 thousand fines have been issued, the Ministry of Internal Affairs of Russia for the Tambov region clarified. There are currently no plans to increase the number of such cameras on the roads in the region.
According to the legislation, it is the owner of the car that is punished when photographing. There can be only one fine, and only one driver who is not wearing a seat belt can be punished. The department reported that the legislation does not allow to write out fines for the unfastened driver and for the passenger.
At the same time, the developers do not exclude that cameras will soon appear in other regions.
The presence or absence of a belt on people sitting in a car is determined by a neural network, explained the head of the development department Pavel Shupikov from the Recognition Technologies company. To do this, she trained by analyzing images from the developer’s cameras, which are installed throughout Russia. The training of the neural network is ongoing, while the developed base has already made it possible to learn how to determine the key factors in which case the fixation occurs and the materials are sent for consideration to the operators in the CFAF. There they manually study each material and make a decision about whether those in the car are wearing a seat belt. If the image cannot be interpreted unambiguously, it is rejected, Shupikov specified.
On February 10, it became known that cameras in Moscow had issued more than 4,000 fines for not wearing a seat belt in January.
In early November last year, the Moscow Department of Transport talked about how cameras will work, recording the use of a mobile phone while driving, as well as an unfastened seat belt.
“The camera is trained to accurately identify the steering wheel, hands, seat belt in frames. A sign of violation is recognized according to the specified algorithms. The complex independently forms the material on the basis of which the inspector will issue a resolution, ”the Department of Transport explained.
A photo will be attached to the resolution, which will show that while driving, the motorist used the phone or was not wearing his seatbelt. In this case, the image of faces will be blurred in order to protect personal data.
For talking on the phone and using a gadget while driving, drivers will be punished for 1.5 thousand rubles. Drivers will be fined 1 thousand rubles for not wearing a seat belt.
