The Minister for Public Administration Renato Brunetta defends the choice of having PA workers return to work in the office. Affaritaliani interviewed him on the sidelines of the Ambrosetti Forum in progress at the Villa D’Este in Cernobbio.
“We are at 6% growth, we are in full economic boom. The House Bonus works, and will continue to work to get the construction going again. I wonder if in a phase like this this country needs a totally efficient public administration, as effective as possible. And my answer is yes, it is needed and it is absolutely necessary – he tells AI – “.
“The smart working, – continues the Minister – it was an extraordinary experience but let’s look at how it was done: without a contract on remote work, without dedicated tools (we managed as we could and it was a true miracle), without guarantees of security Informatics. It was a spontaneous phenomenon. Now the emergency is coming back thanks to vaccinations and green passes. The school is back in the presence, in the presence is the whole world of health, in the presence is the whole world of the security forces from the Carabinieri to the Police to the Guardia di Finanza. I don’t see why the public administration should be discriminated against. I don’t see why bureaucracy should be excluded. Indeed, it is essential that the recovery of the country be followed step by step. Authorizations depend on the bureaucracy, pensions, permits and so on. So it is essential that the public administration machine returns to full speed. We cannot think of continuing smart working without a specific contract that regulates work remotely. And we are preparing it. In two months it will be ready. Added to this is the process of rejuvenating the public administration, we are proceeding with the recruitment of 120 thousand young people. And where do we put these new hires? At home with their PC to work remotely? Once regulated, once we have secure and shared banks, once we manage to dispose of the appalling arrears, then we will be able to combine smart working with work in the presence with new IT platforms, with defined rules and contracts. Today, however, the law provides for the possibility of making 15% of public workers work remotely. But it is not conceivable, at this stage, to continue with this ‘DIY organization’ which was a small Italian miracle but which cannot continue to live on improvisation ”.
