Border control | Parties: Avoiding war must not directly give Russians the right to asylum in Finland

According to STT’s survey, the border fence will receive support from the largest parties if the border authorities consider it reasonable.

Largest parliamentary parties believe that Russians should not automatically have the right to asylum in Finland if they want to avoid war in Ukraine.

“The fact that you avoid military service in Russia should not automatically entitle you to asylum. We are in favor of a very restrictive line in relation to the border in this situation”, states, for example, the vice-chairman of the coalition’s parliamentary group Jukka Kopra for STT.

Basic Finns take the most strict stance on the issue, according to which asylum applications should no longer be processed at all.

“For the sake of national security, the border must be able to be closed so that people are not taken in to seek asylum,” says the group leader Ville Tavio.

This would mean changes to the current legislation. At the moment, you can apply for asylum as usual. Mere business support or military service are not enough grounds for asylum. Instead, however, there may be grounds for asylum, for example, if it can be established that a person refusing military service would face political persecution, states the head of the immigration department of the Ministry of the Interior Minna Hulkkonen for STT.

According to Hulkkonen, there can also be grounds for protection if one has to commit, for example, war crimes during military service.

Asylum applications are always processed on an individual basis.

STT asked the parliamentary groups of the Sdp, the centre, the coalition and the Basic Finns on Tuesday for their position on the matter by phone.

The prime minister’s party Sdp considers that it is necessary to continue individual consideration in asylum applications, at least for the time being. However, the situation is constantly changing.

“In terms of legislation, we constantly have to review whether the legislation corresponds to the current security situation”, the group’s vice president Kristiina Salonen states.

“Fleeing a business launch cannot be an automatic basis for receiving asylum,” says the group’s vice president Jouni Ovaska.

He reminds that those who leave Russia to escape the campaign are not necessarily against the war. The issue is also wider than Finland.

“If we were to let tens or even hundreds of thousands of young Russian men into Europe on the basis of an asylum application, it might cause even more instability. Russians can also travel elsewhere,” Ovaska says.

STT also asked the parties whether a border fence should be built on the border between Finland and Russia. The parties are ready to support the border fence if the border authorities consider it reasonable.

“The signal from the Border Guard must be taken seriously,” says, among others, the coalition’s Kopra.

According to the Border Guard, partial fencing of the eastern border is necessary due to changes in the security environment. The board is supposed to discuss the border fence in the next few days.

According to Sdp’s Salonen, the government’s task is to be able to enable border control to function as well as possible in every possible way.

Minister of the Interior Krista Mikkonen (vihr) did not have time to comment on questions related to the right to asylum and the border fence to STT on Tuesday.
