President Jair Bolsonaro reaffirmed to supporters, this Saturday (6), the intention to “slice” or even “privatize” Petrobras. The state-owned company entered the sights of the Chief Executive because of the rise in fuel prices, which has been the target of complaints from the population and also contributes to the acceleration of inflation.
“We know about inflation, the increase in fuel. We know, Petrobras is independent, unfortunately independent. And we are looking for a way, on our part, to get rid of Petrobras. Slice it a lot, maybe go for privatization. But I know it takes time,” said Bolsonaro. The president took part in a motorcyclist march in Ponta Grossa (PR) and, at the end of the journey, he spoke alongside the city’s mayor, Elizabeth Schmidt (PSD).
Bolsonaro’s statement comes a day after the company informed the market that the government denied the existence of any recommendation to include the privatization of Petrobras in the Investment Partnership Program (PPI).
On October 25, news about alleged studies by the Ministry of Economy to sell Petrobras shares, giving up control of the company, led to an expressive rise in the share price on the stock exchange. On the same day, Petrobras informed the market that it had questioned the government about the existence of these studies.
Yesterday, in a statement to the market, the company informed that the Ministry of Mines and Energy (MME) said it was not aware of any relevant act, decision or fact that should be informed to the state-owned company for subsequent disclosure to the market.
The Ministry of Economy also formally communicated the absence of any recommendation to include privatization in the PPI or any other ongoing studies or evaluations on the subject within the scope of the program’s special secretariat.
Even with already high prices, Petrobras announced a new readjustment in fuels on October 25th. Last Monday (1st), Bolsonaro announced that he would play a “heavy game” with the company, without detailing the government’s strategy in relation to the company. At the time, the president also said that he knew, unofficially, that Petrobras would make a new adjustment within 20 days. “This cannot happen,” he said that day.
Brazil Aid – Without going into details, Bolsonaro also defended the approval of the PEC of precatório. According to him, the proposal will make it possible to “double the Bolsa Família”, a program that has now been renamed Auxílio Brasil.
The PEC of court orders changes the correction of the spending ceiling, a rule that limits the advance of expenses to inflation, and limits the payment of judicial debts of the Union. The set of measures frees up R$ 91.6 billion of space in the 2022 Budget and it is essential to take the R$ 400 Brazilian Aid from paper, as Bolsonaro wants. Parliamentarians opposed to the proposal, however, complain that the fiscal slack could end up being used to boost the so-called rapporteur amendments, distributed to government allies by the secret budget, revealed by the report and now suspended by decision of the STF minister Rosa Weber.
The basic text of the proposal was approved in the first round in the Chamber in the early hours of Thursday (4) by a narrow margin: 312 votes, four more than the minimum of 308 needed to guarantee a constitutional change. The appreciation of the highlights (changes) and the text in the second round is scheduled for Tuesday (9).
Transatlantic – President Jair Bolsonaro also said that “some” would like him to give a “hobby horse” in his government, but he said he rejects the idea, since “renewal exists”. Without detailing what exactly this “wooden horse” would be, Bolsonaro told supporters in Ponta Grossa that his term as president is eight years – if he is re-elected in 2022.
He also said he saw possibilities for renewal in the judiciary, the main target of criticism from allies and followers. Since the anti-democratic demonstrations on the September 7 holiday, the president has adopted a more moderate tone when talking about politics and the relationship with the other powers. Before, however, it was common to launch attacks on the Supreme Court and, particularly, on some of its ministers.
“Brazil is a great ship, an ocean liner. Some want me to give them a wooden horse, I can’t. Renewal exists. One day the mayor will leave us, me too, the deputy (mayor), the leader…”, said Bolsonaro, alongside the mayor of Ponta Grossa, Elizabeth Schmidt (PSD).
“And in the Judiciary there is also renewal”, amended the president. A supporter, whose identification is not possible to be made in the broadcast, reacted by shouting “there will never be any”.
Bolsonaro then insisted. “The Judiciary will also have renewal. Whoever is elected president next year will nominate two Supreme Court ministers at the beginning of 2023. It changes, we are oxygenating. And we can’t stay in power forever, that’s not good. My limit here is eight years, the mayor’s is eight years,” she said.
Minutes later, in the same speech, the president attacked the Covid-19 Parliamentary Inquiry Commission (CPI), made by the Federal Senate. The opinion of the rapporteur, senator Renan Calheiros (MDB-AL), suggested the indictment of Bolsonaro, three children and 62 people for the conduct and omissions in the fight against the pandemic in Brazil.
“The only bombastic accusation of the CPI of Omar Aziz (the senator who chaired the commission) was ‘we have a president who is a motorcycle rider,'” Bolsonaro said, imitating the voice of the congressman. “That capybara face calling me a biker. He accused me, as if I was going to be indignant,” he added.
