Joe Biden and Xi Jinping have agreed to begin considering “strategic” arms control discussions between the two nuclear powers, a senior White House official said on Tuesday, the day after a virtual summit between presidents.
According to US National Security Adviser Jake Sullivan, “President Biden raised President Xi’s need for a series of negotiations on strategic stability,” a diplomatic term for arms-related issues.
“Both leaders agreed that we would work to consider holding talks about strategic stability,” he continued, in overtly cautious language, at a conference hosted by the Brookings Institution think tank.
Biden’s close adviser was asked about the increase in Chinese weapons.
The Pentagon recently confirmed that Beijing had conducted a hypersonic missile test in August and released a report indicating that China’s nuclear program was accelerating faster than anticipated.
While the United States and Russia have had a formal dialogue on strategic stability since the Cold War, which has resulted in several disarmament deals in the past, this has not been the case with China.
Former US President Donald Trump has repeatedly called for Beijing to be included in US-Russia talks, but to no avail.
His successor appears to be leaning towards more informal bilateral discussions at this stage.
“It’s not the same as what we have in the Russian context, with a formal dialogue on strategic stability much older and rooted in history. There is less maturity in this area in the relationship between the United States and China,” said Sullivan.
“But the two leaders talked about these issues and now we have to think about the most productive way to take them forward,” he added.
