During the High-Level Week of the UN General Assembly, US President Joe Biden and Secretary of State Anthony Blinken will raise the issue of reforming the organization’s Security Council (SC). Linda Thomas-Greenfield, Permanent Representative of the United States to the World Organization, spoke about this on September 8.
“We should work out a consensus on <…> proposals for expanding the Security Council. <...> This month, during the UN General Assembly, President Joe Biden, Secretary of State Anthony Blinken and I intend to broadly discuss country and common responsibilities under the UN Charter, including very important issues about the reform of the UN Security Council and other UN institutions, ”said the diplomat in during the speech, the recording of which was published on her Twitter.
Thomas-Greenfield added that the Security Council should “better reflect current global realities,” so the United States will continue to step up efforts to reform the Council, including co-sponsoring a resolution on the use of the veto, which provides for explanations in the General Assembly of the use of the veto by the permanent members of the UN Security Council.
On March 13, Japanese Prime Minister Fumio Kishida pointed out the need to reform the UN Security Council against the backdrop of a Russian special operation to protect Donbass. However, he did not specify what kind of changes he is talking about.
On March 14, Sergei Tsekov, member of the Federation Council Committee on International Affairs, commenting on Kishida’s words, said that if the world takes the path of reforming the Security Council, the entire international security system will collapse. He noted that, following this path, “the world will be divided into two parts.”
Turkish President Recep Tayyip Erdogan also pointed out the need to reform the Security Council. On March 11, he noted that the situation around Ukraine revealed the shortcomings of the organization system. The Turkish leader believes that the problem of the UN Security Council lies in the voting system. When one of the countries has a veto, the UN cannot pass a resolution to end hostilities.
