“Russian Enemy Bombs Residential Neighborhoods”, regional governor Oleg Sinegubov wrote in social networks.

“Because of the bombardments, which continue to take place, we cannot use the rescue services (…). Currently there are 11 dead and dozens of wounded,” he added.
“What is happening right now in Kharkiv is a war crime!” he declared, “it is the genocide of the Ukrainian people,” Sinegubov said, speaking of “heavy artillery” fire.
“Dozens of civilians have died, during the day, when people go to the pharmacy, to do their shopping, to look for water,” said the governor, who recalled that there were no “positions of the Ukrainian armed forces” in the attacked neighborhoods.
On Sunday, Sinegubov announced that the northeastern Ukrainian city of 1.4 million was under “full control” by Ukrainian forces, hours after citing a Russian “incursion” and street fighting.

Dmitri Peskov, the spokesman for the Kremlinstated on Monday during his daily statement to the media that “the Russian military does everything possible” to “ensure the safety of civilians” in Ukraine.
“We have seen numerous examples of Ukrainian nationalist groups using the civilian population as a human shield,” Peskov said. “It is unacceptable … criminal.”
