The Primary Care manager of the Aragonese Health Service, Pilar Borraz, has announced one of the new measures that the Government of Aragon wants to promote to attract health sector professionals to positions that are difficult to fill.
The measure is based on a process by which, through a merit contestthose professionals who opt for one of those positions that are difficult to fill will be made permanent in which they will have to remain for a number of years in certain conditions.
It is thus about carrying out a process to make fixed to whoever opts for one of those positions. The measure aims to attract professionals to these positions, especially in rural areas, in addition to reduce the temporary employment rate in the Aragonese Health Service (Health). However, this measure must be negotiated with workers’ representatives.
During his intervention in the Cortes of Aragon, Borraz defined Primary Care as “backbone of the public health system. It is the spine and we all know that if the spine is not strong, the limbs cannot support themselves. Primary Care has to be strong for the system to be sustained, and of course, that is our goal.”
In addition, he has defended that Primary Care and the work of all professional categories must be “prestiged.” “It is not only the doctor who matters in Primary Care, it is nursing, midwives, pediatrics, physiotherapy or admission and the rest of the categories to provide that comprehensive and transversal care.”

Recovering that listening to those who know the reality of Primary Care is essential so that together we ensure that our patients, regardless of where they live, receive the best care,” he added.
Primary Care Management
During his speech he also referred to the creation, for the first time in Aragon, of a single management of Primary Care to prestige this level of care. With its implementation, a commitment of the Government of Aragon is fulfilled and the union agreements adopted in 2023 are fulfilled.
The regional Executive has already promoted its development, which has meant the creation of two subaddresses within it: Assistance Organization and Training and Economic Control and Technology.
Precisely, regarding the latter, he has pointed out that “it will make it possible to obtain that own budget so demanded by Primary Care professionals.” He also added that “we are in the 21st century and it is important to take into account new technologies, which is why this subdirectorate has also promoted its commitment, together with the general directorate of Digital Health, to make it accessible to all Aragonese.” .
For its part, the Subdirectorate of Care Organization and Training will promote “continued training for all professional categories that are part of Primary Care.” Together with the area management of Care Coordination, the Institute of Health Sciences and the Institute of Health Research of Aragon, it will offer training in ultrasound, dermatology and retinoscopies.

The Primary Care manager has also expressed the intention to integrate Continuing Care professionals into Primary Care teams and to study, in the city of Zaragoza, the creation of Continuing Care Points in each of the specialty centers of the Zaragoza I, II and III health sectors.
Borraz has in turn influenced the work of Primary Care management in the active search for professionals. “It is a continuous work and this has allowed us to hire doctors”, as has happened recently in the health areas of Ejea and Tarazona for Continuing Care.
Likewise, in recent weeks there has been the incorporation of a doctor in the Sos del Rey Católico health area; of two others, on October 1 and 14, respectively, in Cantavieja; the coverage of the pediatric center in Híjar and the incorporation of a pediatrician in the basic health area of Caspe.
Also this Monday, November 4, the head doctor of Mas de las Matas has rejoined; On the 11th of this month the Castellote area will be covered by another professional and on November 14th a doctor in Alcorisa will do so. For Utrillas, in addition to the two doctors who joined this summer, they are in talks with several professionals.
