The approval of the bill that legalized gambling in Brazil, in the early hours of this Thursday, 24, exposed the rift in the allied base of the Jair Bolsonaro government. Deputies who make up the Evangelical Parliamentary Front felt abandoned by the Palácio do Planalto, accused the leadership of Progressistas, a party of the president of the Chamber, Arthur Lira (AL), and the minister of the Civil House, Ciro Nogueira, of acting against the interests of their own president and promised to pay back.
In a live broadcast on social media, at night, Bolsonaro reiterated his promise to veto the text. He warned, however, that the power of his pen has a “limit”. After the vote in the Chamber, bolsonaristas evaluated that the president may lose support from religious in the October elections, if he fails to stop the proposal from advancing. The project still needs to pass the scrutiny of the Senate, where it faces resistance, although it has the support of the Progressives bench and Senator Flávio Bolsonaro (PL-RJ).
‘Mined’
“The president needs to review his government, which is ideologically undermined,” he told the newspaper. Estadão Deputy Sóstenes Cavalcante (União Brasil-RJ), who heads the Evangelical Parliamentary Front. Sóstenes cited Lira, Ciro and the government leader in the House, Ricardo Barros (PR), as the main responsible for approving the project that legalized casinos, animal games and bingos in the country.
“Ciro has the government in his hand and has operated from within the Planalto. Bolsonaro needs to know how to better choose who he puts on his side”, criticized the deputy, saying that Lira lost support to be reelected president of the Chamber. Neither he nor Cyrus wanted to speak out. The only one who countered Sosthenes was Barros. “I follow the Planalto guidelines”, the government leader reacted.

Sóstenes exempted Bolsonaro from the final result – there were 246 votes in favor of the proposal, 202 against and 3 abstentions – on the grounds that he does not enter into the retail of political articulations. This, however, was not the diagnosis of other government allies.
Faced with Centrão’s offensive, deputies opposed to the project were not able to score yesterday even the so-called “highlights” to change points of the approved text. “Some want me to disapprove or approve certain things there. I have my limit,” Bolsonaro said on the live. “I did what I could with the parliamentarians closest to us to see if I could defeat the project there. Unfortunately, it was approved.”
Bolsonaro supporter, Pastor Silas Malafaia, from the Vitória em Cristo Assembly of God, took to social media to rebel against the green light given by the Chamber to the proposal. “This is a disgrace, folks! We are going to see the parties and deputies who voted (for the next) election now say no,” Malafaia said. “Do you know who cares about this? Foreign capital, drug trafficking and money laundering”, he amended.
Even before this project was approved, Bolsonaro had already invited the top 100 leaders of evangelical churches to a café at Palácio da Alvorada, on March 8. The idea is to regroup its support base and send a political message that it has the majority of the top of the churches at a time when former president Luiz Inácio Lula da Silva (PT) advances on this segment. O Estadão found that pastors will tell Bolsonaro that if he does not take a more forceful stand against the legalization of gambling, he will have great electoral damage.
CNBB
The National Conference of Bishops of Brazil (CNBB) also criticized the approval of the project that legalizes casinos and indicated the link to the Chamber so that voters could check how each parliamentarian voted. “It is important, especially in this election year, to evaluate the position taken”, said the president of CNBB, d. Nine ‘betrayals’ in vote
Left parties and the evangelical bench were the two main groups that tried to prevent the vote on the bill that allows gambling in Brazil. However, a wing of the two segments of the Chamber contributed for the text to be approved. The bill passed a narrow margin in the early hours of yesterday. There were 246 votes in favour, 202 against and 3 abstentions. The Senate still needs to review the bill.
The Republicans, a party linked to the Universal Church of the Kingdom of God, guided the bench against the vote, but nine of the 31 congressmen endorsed the initiative. Among those in favor were Jhonatan de Jesus (RR), who led the acronym in 2019 and 2020, and Hugo Motta (PB), representative of the bench last year.
The regulation of games, which includes casinos, Jogo do Bicho and Bingo, is criticized by evangelicals because they consider that the practice contributes to money laundering and encourages addiction. With the same argument, left-wing parties resist the project.

The PT, PSOL, PV and Rede benches voted in their entirety against the project, but the PSB and PDT split. Added together, the opposition parties gave 33 votes for the text to be approved.
The PDT oriented its deputies in favor of the text. From a group of 25 pedestrians, 14 voted in favor, ten were against and one was absent. The PSB, party of the project’s rapporteur, deputy Felipe Carreras (PE), did not give any guidance. In the caption, the votes against reached 14 and those in favor totaled 13, including that of the rapporteur, Tabata Amaral (SP) and Tadeu Alencar (PE), former leader of the legend.
The majority of the eight PCdoB deputies voted in favor of legalizing gambling in the country. Only Orlando Silva (SP) and Professora Marcivânia (AP) were against.
