In Russia, from January 15 of this year to February 28, 2025, an experiment will be held on labeling certain types of perfumes, cosmetics and household chemicals. The government approved the corresponding resolution, the press service of the Cabinet of Ministers reported on January 9.
Participants will be manufacturers of such products, importers, wholesale and retail trade organizations. At the same time, participation in the pilot project for businesses is voluntary.
It is expected that the labeling of makeup products, hair care products, toothpastes and other oral hygiene products, shaving products, deodorants, soaps and detergents will be worked out. As a result, optimal technologies for applying identification means to products will be determined. The experiment will also make it possible to organize a phased transition to mandatory labeling of perfumery and cosmetic products and household chemicals.
At the same time, the government press service added that the reason for the launch of the experiment was the increased share of illegal trafficking. Thus, according to information from the National Research University Higher School of Economics, in 2022 its share in the market of cosmetic products was 16%, household chemicals – 12%.
It is noted that the country has currently introduced mandatory labeling of perfumes, eau de toilette and antiseptics.
Earlier, on December 5, business representatives told Izvestia that they were ready to support an experiment on labeling perfumery, cosmetics and household chemicals. President of the Board of the Association of Product Producers “National Council for Perfumery, Cosmetics and Household Chemicals” Svetlana Matelo expressed the opinion that such an experiment should contribute to the further growth of domestic producers. At the same time, she noted that it is important to build processes in such a way that labeling does not lead to a decrease in line productivity.
