U.S. citizens who flout federal guidance to avoid traveling to Ukraine must write a will, leave DNA samples and designate a power of attorney, the State Department said on Tuesday.

The department, which suspended operations at the US embassy in Kiev on Feb. 28, also urged Americans traveling to the country to establish plans for security and personal communication and to share important documents and login information with their relatives.
The department released the guidance amid reports that Americans are traveling to Ukraine to help stop the Russian invasion.
Quoting a Ukrainian authority, the Military Times reported last week that the country received 3,000 applications from US citizens after President Volodymyr Zelenskyy announced the formation of the “International Legion for the Territorial Defense of Ukraine”.
The State Department first issued its Level 4 Travel Advisory on February 28, warning Americans who remained in the country to “exercise increased caution due to the potential for active combat, crime and civil unrest.”
