The Pfizer vaccine has already been approved for children over the age of five.
White House officials said the vaccines may be rolled out to age groups under five as early as next week.
The US Centers for Disease Control and Prevention must provide its recommendations on how to administer vaccines before the vaccination campaign begins in earnest.
Although many parents in the United States are keen to vaccinate their children, it is not clear how strong the uptake is.
Federal data indicates that the Pfizer-Biontech vaccine was approved for children aged 5 to 11 years in October, but only about 29 percent of this group has been fully vaccinated so far.
COVID-19 is generally milder in children. However, since March 2020, it has been the fifth leading cause of death for children aged one to four years, and the fourth leading cause of death among children under one year of age, according to the US Food and Drug Administration.
