The possibility that the Forata dam collapsed was mentioned at the meeting of the Integrated Operational Coordination Center (CECOPI) around 5:30 p.m. on October 29almost three hours before the Generalitat Valenciana activated the Es-Alert system for sending massive messages to the mobile phones of the population in Valencia.
Members of the State Meteorological Agency (Aemet) present at the aforementioned CECOPI meeting highlighted this Saturday that between 5:00 p.m. and 6:00 p.m. they were discussing the worrying situation that was already being experienced in the Poyo ravine and the possibility of that the Forata dam broke, but the mass message was not sent until 8:11 p.m.
