The Government will give a decisive impulse during the next year to the high -speed network that will connect Castilla y León with the Basque Country. Adif High Speed (AV) will tender in the coming months the contracts for the construction of The seven sections in which the layout of 96.6 kilometers that Burgos will connect with Vitoria has divided with an investment that is estimated above 2,000 million euros.
The public entity has already given light to the contest of a first project, that of the connection between Pancorbo and Ameyugo. Before this program of actions by the rail manager, large and medium construction already They have formed the consortiums with which they plan to attend the different competitions.
Specifically, according to sources in the sector, at least nine UTES (temporary companies of companies) have been constituted with the aim of participating in the ambitious Adif Investment Program for the High Speed Line (LAV) Burgos-Vitoria, which They will be co -financed by the “Connect Europe” mechanism of the European Union (CEF).
As a sample of the budget relevance of this initiative, it is enough to refer that the total amount of Adif and Adif AV tenders in 2024 amounted to 3,237.5 million euros, 17.9% less than the 3,943 million 2023. In 2024, public companies, chaired by Pedro Marco de la Peña, former transport of transport of the Basque Country, awarded works by 3,274 million.
As usual in the greatest public tenders in Spain, the largest national construction group, ACS, has distributed its options in two alliances through subsidiaries. Thus, Dragados has joined forces with Actiona and roads has done the same with Sacyr and the Basque Amenabar. In front they will have a consortium created by two of the main Spanish, Ferrovial and FCC construction companies.
They have also forged UTES Ohla, La Andaluza Sando, the Catalan Rubau and the Basque Tunnelan; the Galician Grupo Sanjose and Puentes with the Valencian Rover and the Basque Geotunel; Madrid’s Lantania, Aldesa and Adiante, the Catalan Copccisa and the Navarra Mariezcurrena; the Catalan Comsa, the Bilbales Nortunel and Cycasa and the Hergonsa Valladolid; Andalusian Azvi, Galician Copasa and Basque Lurpelan; and the Catalan Copisa, the Madrid Works (OSSA), the Alicante ChM, the Extremadura Gévora and the Valencian Vilor.
From the informative study, ADIF AV has structured the construction of the connection between Burgos and Vitoria in seven sections: Railway variant of Burgos-Valle de las Navas, Valle de las Navas-Piérnigas, Piérnigas-Pancorbo, Pancorbo-Meyugo, Ameyugo-Manzanos and Integration in Miranda de Ebro and the traced apple-La Puebla de Arganzón, and the Puebla de Arganzón-Iruña de Oca.
According to the sources consulted, the rail manager estimates that the seven contracts will have a budget that will range, according to the section, between 200 and 400 million euros (not including VAT), so that the joint amount will exceed 2,000 million euros. It is a substantially exceeding almost 1.5 billion euros estimated three years agowhen the plan ran for dividing the route into five sections. The objective of the Ministry of Transport is that the seven contracts are tendered in 2026.
To date, ADIF AV has tendered a first contract for the construction of the link between Pancorbo and Ameyugo, 8.4 kilometers. The amount amounts to 439.2 million euros (with VAT). The contract includes the construction of the platform on which the line will tend, with double and standard width, in this intermediate section of its layout as it passes through the province of Burgos. The performance constitutes a new technical and engineering challenge, since 77% of the 8.4 kilometers of the section run in a succession of three tunnels and three viaducts. The new line will have to overcome infrastructure that crosses, such as the A-1 highway, up to twice. In addition, Adif has already budgeted the Ameyugo-Manzanos section, for an amount of 386 million euros without VAT (467 million with VAT).
The high-speed Burgos-Vitoria line will involve the deployment of a new standard double-wide track line and a unique way in Miranda de Ebro, which will allow both the train stop in this town and the circulation without stopping from the outside of the municipality. The infrastructure will allow connecting the high speed network with the Basque Country and, ultimately, with the French border. The initiative will complement the works that are already being carried out in the region to develop the so -called and Basque, which plans to link Vitoria, San Sebastián and Bilbao (and in a second stage with Pamplona).
Other millionaire investments
The development of the Burgos Vitoria line supposes the largest investment in a high -speed project in Spain today. Adif also has other outstanding initiatives such as the King-Reinosa alar, with 800 million for three sections, or Sevilla-Hueva, with 1.6 billion for five sections. The manager thus brings to the market contracts of relevant sizes. A situation that they denounce from the employer of the non -contained construction companies, anci, whose president, Concha Santoshe called on Wednesday the Minister of Transportation, Óscar Puente (during the delivery of the Anci Anci to Doctoral Thesis 2024) to protect the entire industry by promoting tenders that, due to their amount, do not suppose entry barriers and favor the concurrence.
