Volodin: refusal to have children is not covered by the childfree law in Russia

Volodin reassured Russians who are afraid of falling under the law banning the promotion of childfree ideology. He emphasized that a woman’s reluctance to have children is not punishable.

The Speaker of the State Duma clarified that the purpose of the new bill is to suppress destructive content that can influence an individual’s decision to have children. In his opinion, without solving this problem it is impossible to improve the demography in the country.
Volodin also called the propaganda of childlessness a socially dangerous phenomenon and clarified that it is being promoted by the United States. He pointed out that Russia is a huge country, and American ideology is dangerous for it. “Under no circumstances should it be allowed to advance,” he concluded.
The Human Rights Council doubted the strength of the childfree ideology in Russia
The head of the Human Rights Council under the President of Russia, Valery Fadeev, doubted the need for legislative regulation of childfree ideology in the country. In his opinion, it is necessary to study whether this movement really has an impact on public opinion.

Fadeev added that he considers the ideas themselves harmful, but doubts their strength in Russia. “If they are weak, then why fence the garden?” – he thought. If State Duma deputies provide evidence of the significant influence of ideology on Russians, then in this case the bill can be supported.

On September 25, a bill banning childfree propaganda was introduced into the State Duma. The authors of the initiative were Volodin, Federation Council Speaker Valentina Matvienko, as well as State Duma deputies and senators. Before this, Volodin reported that the State Duma had begun to consider a bill banning childfree propaganda.
The document includes a ban on promoting childfree behavior on the Internet, in the media, as well as in films and advertising. For non-compliance, it is proposed to introduce a fine of up to 400 thousand rubles for individuals, up to 800 thousand rubles for officials and up to five million rubles for organizations.

She noted that care should be taken to ensure that single people do not accidentally fall under sanctions. “We must be objective, careful, but very decisive,” she concluded.
