22.7% of workers between 16 and 34 years old are overqualified for the jobs they occupywith a greater impact among those of foreign origin and those who live in small municipalities, according to the report ‘Youth and underemployment’ prepared by the Consell de Treball Econòmic i Social de Catalunya (Ctesc) with data from 2022.
The president of the institution, Toni Morahas warned that “it has a special impact on the possibility of young people to live a dignified life“, at a press conference this Wednesday.
“The young They should not resign themselves to their lives being precarious“, he defended together with the Secretary of Children, Adolescence and Youth of the Generalitat, Teresa Llorens; the president of the National Youth Council of Catalonia, Ernest Montserrat, and the rapporteur of the report, Saida Ehliluch.
Llorens has maintained that, despite the economic improvement he sees in Catalonia in recent years, the salary of young people “is practically the same as in 2008”and has linked it with a Mediterranean model in which sectors characterized by precariousnessamong which he has listed tourism and construction.
The Ctesc has defined underemployment as the performance of a job that requires lower training or skills than those the worker has, or a working day less than his needs.
Catalonia has reduced overqualification compared to 2012, when it stood at 30.7%despite the fact that youth, who have part-time work that does not fit their needs, has gone from 5.3% to 7.1%.
Instead, The perception of overqualification among young people has remained stable at over 30%and it is higher among those who have post-compulsory studies, but not higher, (32.7%) than among those who do have them (29.2%), despite the fact that, at an objective level, they suffer a 12.5% and 26.6% overqualification, respectively.
By age groups, both overtraining and unwanted bias decrease “significantly” between 29 and 34 years old.
Regarding gender, Ehliluch has highlighted that “does not have a global impact” on overqualificationbut yes in voluntary part-time work, which amounts to 8.9% among women.
By sectors, overqualification is higher in construction (38.6%), commerce and hospitality (36.8%) and industry (28.5%)while insufficient working hours are more common in the services sector (8.5%).
The report includes the “important consequences” it has on the emancipation and emotional well-being of young people, Given this, the Ctesc has proposed 45 measures to reduce youth underemploymentamong which are increasing public Vocational Training places and including emotional support from public health.
Llorens has expressed his willingness to adopt them and has maintained that the issue of young people is a current challengeand not only about the future: “From the Government we make them ours and we will incorporate them.”
