Russian President Vladimir Putin is concerned about the threat posed by NATO missile defense bases in Romania and Poland. The US proposal aims to address those concerns, as it looks to defuse the crisis over the Russian military build-up on Ukraine’s borders.
The White House and the State Department did not even comment on the Bloomberg report.
A source familiar with the matter said the United States had only offered to talk about several of Russia’s concerns.
The source said: “Everything we agree to do will be reciprocal, meaning that it will require measures on the part of Russia as well.. It will not be implemented until after full consultations with allies and partners.”
Russia has massed more than 100,000 troops on the Ukrainian border, and Western countries say they fear Putin may be plotting an invasion. Russia denies this, but has said it may take unspecified military action unless its security demands are met.
