From the cry of alarm to the proposals. After the letter from Paolo Dal Pino to Valentina Vezzali, with the request for an immediate and concrete intervention to help football and avoid “throwing in the towel”, yesterday between the president of the Serie A League and the Undersecretary for Sport it was a phone call. The attempt is to identify ways to respond to a new emergency, born from the two days with the roof at 5,000 spectators and from the danger of other closed doors. There is no immediate action on football in sight, rather refreshments are sought for amateur clubs hammered by expensive bills. But between Lega and Federcalcio an attempt will be made to relaunch last summer’s plan / request, obviously updated in light of the yes and no collected. The Budget Law gave football and all sport the suspension of tax and social security payments for the first four months of the year, paid in two installments: first 50 percent by May 31, second half by December 31 in seven payments monthly. The “Cuba” provision 444 million euros. Which is not money given by the state to sports, but tax deferrals. The first request made in these hours is that the suspension includes other months, with a longer period to pay in installments.
Ma is another of the proposals this summer that is re-emerging. One of the (missed) objectives in the Budget law was to increase the ‘salvo sport’ (or ‘salvo calcio’) fund, the levy on sports bets, from 0.5 to 1 percent. The provision has a maximum ceiling: 40 million in 2020 and 50 million in 2021. Football was asking to change it. Also due to the difficulty of removing the famous ban on advertising for betting companies which came into force as part of the dignity decree. And then the request is that of a “football fund” fueled by the percentage on sports betting. Sports bets that seem to have come out of the hardest moment of the pandemic crisis, with fewer games in agencies but a real boom in online. There are no definitive data for 2021, but the total collection would touch 15 billion, beyond the pre-Covid level. Football represents almost three-quarters of this pie with tennis in second place and basketball in third place. Hence the request for a contribution against the use of football ‘content’.
Then there is also the front of lost box office receipts and here we look to France. In Paris we started from these missing revenues (also meaning those of hospitality, while sponsorships and merchandising are out) that have suffered throughout the period not only the football championships, but also those of rugby and all the events that have a significant presence of the public lost in the emergency. Contributions range from 15 to 55 percent of lost funds (companies over 50 million in turnover have the minimum). So far for this “ticket refreshment” 107 million have been allocated for 2020, 110 for 2021 and the refinancing for 2022 is under consideration. 86 million are being paid out for sport, 56 for football, 5 of which in Serie A (only to clubs with less than 100 million in turnover). Given the extraordinary nature of the situation, the new protocol provides for a massive use of tampons, the aim is to refinance the provision. And it is precisely on this issue and on the relationship with the Mef for a further installment of taxes that Gravina’s attempt at mediation will move. Malagò also promised to move with respect to Dal Pino’s denunciation, in any case the Coni will fight for measures that are not limited to football but involve all other sports.
Made in Italy
It is not just a question of money, but of approach. Dal Pino insists on this: there is a lack of vision in underestimating the potential of football as a vehicle for Made in Italy in the world. In this sense, the agreement with the Ministry of Foreign Affairs and ICE (the institute for the enhancement of Italian companies abroad) announced on Thursday bodes well. In short, it is not just a question of accounts. In the past months there was talk of a table on the containment of costs and investments in football with the minister of economic development, Giancarlo Giorgetti. A kind of “industrial plan” to be presented to the Government. Now this modality will be able to return to the scene, thanks to the worsening of the crisis. Of course, there is no time to waste.
