According to Golikova, this is possible for subjects in which the situation with COVID-19 is difficult. The Ministry of Health said that the most tense epidemiological situation is currently observed in seven Russian regions, including Udmurtia, Bashkiria, Tatarstan, as well as Orenburg, Tyumen, Ivanovo and Perm regions.
The Deputy Prime Minister emphasized that such measures were discussed with the leaders of individual regions, as well as in the operational headquarters for the fight against infection.
She proposed to open objects with admission only by QR codes after November 7. The Deputy Prime Minister clarified that the regions themselves have the right to establish a list of objects for visiting which an electronic document will be required.
With this request, Golikova turned to employers. She clarified that the Russians will need this time to get vaccinated.
The Deputy Prime Minister noted that the remote mode of work will remain for four weeks – this time is needed for senior citizens who do not have a medical outlet to be vaccinated.
Prime Minister Mikhail Mishustin called Golikova’s proposals difficult, but necessary. He stressed that the burden on the health care system in the country continues to increase.
Non-working days in Moscow lasted from 12 to 20 June. For the first time in Russia, it was proposed to be introduced by President Vladimir Putin. He made an appeal on March 25 and proposed to make non-working days from March 30 to April 5. On April 2, the head of state extended them until April 30.
Now, according to the head of the Russian Ministry of Health Mikhail Murashko, almost 1.22 million people are under medical supervision due to coronavirus – last year the record figure was 1.3 million. The minister added that over the past week, the increase in the number of new cases of COVID-19 was 12 percent and “non-medical measures” are needed to combat the pandemic.

In addition, over the past day, a record number of deaths of patients with COVID-19 were recorded – 1,015 people died. For the first time since August 4 in Moscow, the number of deaths was 73. In total, 8,060,752 fell ill during the pandemic, 225,325 died. The daily recovery rate was 23,426, the total – 7,040,481.
