A report from the Office of the Attorney General for Administrative Investigations (PIA) by the attorney general Sergio Rodriguez, delivered a report to the prosecutor Eduardo Taiano who is investigating the case known as VIP Vaccination. It was at the beginning of this year that the scandal broke out that led to the resignation of Ginés González García as Minister of Health. As a result of the VIP Vaccination, the PIA opened a file in which it promoted the first measures in the case where one of the main suspicions is that the list of leaders, trade unionists and businessmen who would have been vaccinated with privileges could be much broader.
Hugo Moyano, his wife and one of their 20-year-old sons; the journalist Horacio Verbitsky; the deputy Eduardo Valdés; Senator Jorge Taiana; businessman Florencio Aldrey Iglesias, his relatives Lourdes and Dolores Noya Aldrey; entrepreneurs Seza Manukian and Félix Guille; Carlos Zannini and his wife; Daniel Scioli and Eduardo Duhalde are part of the list of those who received the Sputnik V vaccine as part of an allegedly irregular circuit implemented from the Ministry of Health.
To cross-check the data, the list of those who received the Sputnik vaccine at the Posadas hospital, as well as at the Ministry of Health, was requested. The route between both institutions was also analyzed corroborating its use in an irregular way.
This file promoted by the PIA dealt with a set of vaccines that were destined “to be applied to officials, relatives of officials, celebrities or prominent personalities of the country’s political, union or public life, thus departing from the Technical Guidelines for the National Vaccination Campaign against COVID-19 “, reviewed the Admission and Early Detection Unit”.
But in addition, the case began when it was understood that “they would be showing serious abuses of power in the performance of public functions“. Possible crimes may include negotiations incompatible with the public function such as embezzlement of public funds.
Under these guidelines, the PIA delimited the procedural object to irregular vaccinations carried out with doses of Sputnik V, assigned to the Posadas National Hospital, “with respect to people who did not meet the epidemiological priority criteria and the scheme of previously established stages, and / or in the pertinent forms they entered a false category of health workers, they would have been inoculated in the referred medical institution, the Ministry of Health of the Nation and private homes ”.
In this sense, all the documentation was requested from the Posadas Hospital that reported receiving a total of 7,300 doses against Covid-19 (5150 doses of Sputnik component 1 and 2150 doses of component 2 from Sputnik).
When he gave a testimonial statement, Alberto maceira, Head of the National Executive Directorate of the Posadas Hospital, said: “The hospital began the vaccination campaign with the ministerial verbal directive (Dr. Arnaldo Medina) to vaccinate only its own personnel with vaccines from the Ministry of Health of the Nation in direct way. Given that its staff is significantly more numerous than that of the average hospital, these doses were applied in the first days without reaching the first target population with the greatest exposure: critical care, emergencies and virology. For this reason, doses were received from the Ministry of Health of the province of Buenos Aires. “
The time window under investigation in this case refers to the period from December 29 to February 23, 2021, to establish whether the people who were inoculated at the Hospital and who were classified as “Health Personnel” in the NOMIVAC system, they actually perform functions or provide services in that health complex.
For this purpose, the PIA segmented from the NOMIVAC database, all those people who received vaccines at the Posadas Hospital. They initially crossed two variables, those people to whom some dose against COVID 19 (whatever) was applied, between the determined date and It was contrasted with the entire payroll of the personnel who perform functions at the Posadas Hospital (hired, permanent, temporary designation in permanent staff, non-assistance monotributistas, assistance monotributistas, residents and scholarship holders).
Finally, regarding those people who are classified as “Health Personnel” but who do not belong to the Posadas Hospital payroll, a cross was made with the REFEPS81 data list. This, in order to leave consigned on the payroll only to those people who do not work as “Health Personnel”.
The Posadas Hospital floor is made up of 5477 agents. “The total number of people vaccinated by the Posadas Hospital, according to the NOMIVAC system, was 4,386 (from December 29, 2020 to February 23, 2021) ”, reported the PIA as initial data.
Next, it was detailed that a total of 5,985 doses were applied in the Posadas. Of this total, 5,962 were classified as applied to “Health Personnel”, 19 were classified as applied to “Essential Personnel”, 4 were classified as applied to “People aged 60 years or more”.
There is another disaggregation: of the 4,386 people inoculated, 4,372 were classified as “Health Personnel”, 19 persons were classified as “Essential Personnel” and 4 persons were classified as “Persons aged 60 or over”.
The fact that the PIA highlighted is that Only 3789 people of the 4372 who were vaccinated at the Posadas are classified as “Health Personnel” at NOMIVAC and effectively belong to the Prof. Alejandro Posadas Hospital plant.
For this reason, the Attorney General’s Office stated that the remaining 583 people that are classified as “Health Personnel”, according to the information provided by the Hospital Prof. Alejandro Posadas, “They would NOT belong to the list of people who provide services there.”
Regarding these 583 people, “there are 198 people who are registered in the REFEPS database, but they would not provide services at the Prof. Alejandro Posadas Hospital.”
Thus, in total there would be “385 people who were classified as“ Health Personnel ”who meet the following requirements: they would not provide services as“ health personnel ”at the Prof. Alejandro Posadas Hospital; and they would not be registered in the REFEPS database as “Health Personnel”.

Vaccines for the Ministry of Health
