Bershidsky found a possible way to destroy Nord Stream 2. He said that the United States is sincerely concerned about the possibility of a Russian attack on Ukraine. As evidence, he cited an article that published Eugene Rumer and Andrew Weiss of the Carnegie Endowment. The authors of the material called Ukraine “the unfinished business of Russian President Vladimir Putin”, since, in their opinion, he seeks “to restore Russia’s dominance over key parts of its historical empire.”
The observer also suggested what actions Moscow could take to postpone the pipeline’s launch. In his opinion, a smaller-scale operation in eastern Ukraine would not have stopped the project completely, but would have given it a reprieve. Washington would take advantage of this circumstance, as a result of which Russia’s “painstakingly built relations” with the West could collapse.
Bershidsky summed up that the Russian side is not going to “unleash a war” because it is interested in economic cooperation with Europe. To complete the project, Putin must play a difficult game, combining pressure technology with a constructive attitude.
Vladimir Putin has previously evaluated data on the allegedly impending Russian invasion of Ukraine. He called them “alarmist statements” and admitted that he had not seen them yet. He added that the United States and its NATO allies are currently conducting unplanned exercises in the Black Sea. In his opinion, they pose a challenge for Russia, but she is not going to aggravate the situation.
The German Federal Network Agency (BNetzA) on November 16 announced the suspension of the certification process for the Nord Stream 2 gas pipeline. The regulator estimates that the procedure can take up to six weeks. However, the Bundestag urged to wait for the launch of the gas pipeline no earlier than April-May 2022. A member of the German party “Alternative for Germany” (AfD) Albert Breininger admitted that the delay in the certification of the project operator may be due to political reasons.
On November 18, the Kremlin announced the readiness of Nord Stream 2. Presidential press secretary Dmitry Peskov said that “technologically everything is ready.” “Then everything depends on the fulfillment of formalities related to certification,” he said. The construction of the gas pipeline was completed in September.
The project is opposed by the United States, which is promoting liquefied natural gas to the European Union, as well as Ukraine, which is afraid of losing transit. At the same time, Moscow has repeatedly called for evaluating Nord Stream 2 outside of politics, since it is a profitable commercial project for both Russia and the EU.
On November 18, Poland also spoke out against Nord Stream 2. Prime Minister Mateusz Morawiecki called on Germany to prevent the gas pipeline from being launched “for the sake of peace.” In his opinion, Putin should not be given additional “funds in the form of payments for energy resources, with the help of which he can continue to build up arms.” In Germany, such calls were considered inappropriate and emphasized that a specialized regulator deals with certification problems.
Ukraine also wanted to prevent the launch of Nord Stream 2 at full capacity. The head of the Ukrainian GTS Operator, Serhiy Makogon, said that the company has great opportunities to prevent the project from being implemented. “We have a vision of how to fight further,” he stressed.
