Italian Prime Minister Mario Draghi is scheduled to receive in Rome the French president upon his arrival, before holding bilateral talks between the French president and his Italian counterpart Sergio Matterella, on Friday.
The visit will witness Macron and Draghi’s signing of a treaty to “bring the French and Italian positions closer and coordinating between the two countries on issues of European and foreign policy, security and defense, immigration, economic, educational and cultural research and cross-border cooperation.”
The treaty that is to be concluded between the two sides would end years of disagreement between the two European countries over Libya and a number of foreign policy issues.

In this context, the head of the Libyan Empowerment Center for Research and Strategic Studies, Muhammad Al-Misbahi, said that “it is natural that there is a French-Italian alliance regarding the Libyan crisis, after the Turkish calls that want to upset the current situation, and therefore it is necessary to unify the European opinion because the coming danger will affect all Europe Union”.
Al-Misbahi stressed, in exclusive statements to “Sky News Arabia”, that the European bloc countries feel a real danger due to the continuation of illegal immigration from Libyan lands towards its shores, noting that the French-Italian-German division during the last period had a negative impact on the Libyan situation. It has become an international issue rather than a local one.
The head of the Libyan Empowerment Center for Research and Strategic Studies indicated that the French-Italian rapprochement on Libya will unite the view and will work in the same direction led by the Paris Conference in order to move forward in the elections process and the exit of mercenaries, stressing the role of the joint military committee that is working hard to achieve this. .
Al-Misbahi pointed out that the French-Italian alliance will contribute to stabilizing the situation in Libya at the political level, and will absolve the country from the evil of European interference and conflict within the Arab region in general.
For his part, Samir Ragheb, head of the Arab Foundation for Development and Strategic Studies, said that “the French-Italian rapprochement is one of the changes taking place in the Libyan arena, as the international community, with the exception of Turkey, wants to hold elections in any form.”
Ragheb explained to “Sky News Arabia” that “the rapprochement comes as a kind of cake-sharing, as without stability and elections in Libya, there will be no contracts or investments because the current government cannot implement any new contracts,” he said.
Ragheb continued, “The rapprochement also comes in light of the intersection of interests over the settlement in Libya, and examples of this are the continuation of illegal immigration,” stressing that this rapprochement will lead to coordination between the two sides in many areas.
European decision consolidation
Ragheb pointed out that Italy had previously refused the participation of French forces in combating immigration operations and other events, stressing that the clash between Italy and France would not be in their interest in the presence of Turkey.
The security and strategic expert pointed out that all these current European attempts seek to push for the elections and not disrupt them, and here we find that the election obstructionists will face a unified European decision, and therefore America will support the decision and the violator will be punished by Chapter VII of the Charter of the United Nations.
Ragheb pointed out that this rapprochement will also contribute to stopping illegal immigration and human trafficking and confronting terrorist groups, in addition to the fact that Italy and France have economic interests in Libya, as they are major players in the oil sector.

Regarding the stages of rapprochement between the two sides, the strategist stressed that this rapprochement came after going through three stages: the first is the stage of clash, the second is the regional competition, and the last is the common profit, stressing that “the situation remains as it was before, and none of the parties will reap any gains from it, and it will increase This is from illegal immigration and the crossing of terrorists.
And the strategic expert added, “This rapprochement is also in the interest of the United States, which is currently seeking to stabilize the situation in Libya until it reaches the maximum production capacity of oil.”
For his part, the Libyan journalist writer Ahmed Al-Issawi said that the treaty aims to turn the page of the past based on permanent conflict, and it will be formal in terms of diplomacy between the two European countries towards Libya and some foreign issues.
The Libyan journalist explained that Italy and France have a special and individual view of the rest of the world, as this view is linked to the Second World War during the implementation of the imperialist theory towards extending the borders and influence of the supreme policy that serves the interests of these countries.
Al-Issawi added that the migration file in Libya concerns neighboring countries and the European Union in general, as Libya’s location dictates this interest.
