French President Emmanuel Macron today announced a financial aid of 300 million euros for Ukraine, in a message read simultaneously in the two chambers of the Gallic Parliament. And he confirmed that they are in contact with the Ukrainian authorities “to supply the defensive material they need.”
“Nothing has been spared nor will be spared to come to your aid. We owe them support and solidarity,” said Macron, who in recent weeks tried in vain to mediate to prevent an escalation in this conflict before Russian President Vladimir Putin decided this week to attack Ukraine unilaterally.
Macron, whose country is a permanent member of the United Nations Security Council and holds the rotating presidency of the European Union, explained that “additional commitments will be made within the framework of NATO to protect the soil of the Baltic and Romanian allies”. They will also strengthen the fight against “information manipulations and cyber-attacks” in order to protect themselves against “foreign interference”.

However, article 18 of the French Constitution establishes the possibility that “the President of the Republic communicates with the two assemblies of Parliament by means of messages that he will order to be read and that will not give rise to any debate.” This is a mechanism that is rarely used.
