In the future, municipalities may also allocate part of the new-build owner-occupied homes to their own residents. In this way, the outgoing cabinet is responding to a wish from the municipalities.
According to a spokeswoman for the Ministry of the Interior, this concerns 30 percent of social housing. These are houses up to 355,000 euros, the limit of the National Mortgage Guarantee (NHG) in 2022. She confirms a message in de Volkskrant.
Due to the scarcity of owner-occupied homes in this category, it is mainly starters and single earners in paid employment that miss out on such a home because it has become too expensive. “This situation is undesirable,” the ministry writes in an explanation of the law.
Local binding
At the moment, municipalities are already allowed to allocate rental properties to home seekers with a local connection. This percentage will also be increased in an amendment to the Housing Act. It goes from 25 to 30 percent. In recent years, municipalities have increasingly given priority to home seekers with regional or local ties. The percentage rose from 55 percent in 2016 to 74 percent in 2020, the explanation says.
The amendment to the law was consulted last month. Interested parties can comment on it until January. The bill is expected to be finalized sometime next year. “It’s not a huge change,” the spokeswoman said.
