“We are moving as fast as we can,” says Raimo Antila, Department Manager at STM.
Worsening the coronary pandemic has eased attitudes towards restrictions, but the entry of the coronary passport into jobs is still far behind.
Minister of Family and Basic Services Krista Kiuru (sd) said on Tuesday that preparations for extending the corona passport to jobs will begin in a tripartite manner. It also means the involvement of social partners.
Head of Department Raimo Antila the Ministry of Social Affairs and Health (STM) has begun preparing a background study to prepare a workplace corona passport.
“It’s no easy task,” Antila sums up and lists a number of other ministries that are needed to address fundamental and labor law issues.
“Realist It is not that solutions will be found this year, but we will start moving as fast as we can, ”says Antila.
“Here we start from a clean slate,” Antila answers the question of whether a on the proposed amendment. It would oblige sote staff to get vaccinated when working near patients prone to covid-19 disease.
Parliament is due to receive this presentation as early as next week.
“It protects customers and patients, but the alternative is not to prevent employees from getting to work, for example,” Antila describes the difference between the projects.
Especially The largest representative of employees, the Confederation of Finnish Trade Unions (SAK), has serious doubts as to whether an interest rate passport could really be required of all employees and in all workplaces.
“Requiring coronary vaccinations for everyone is an infinitely complex issue, with a wide variety of jobs, both present and remote. Who would assess the dangerous sectors at all? ” asks the labor market manager Karoliina Huovila From SAK.
Huovila points out that the right to work and livelihood is a fundamental right, the restriction of which requires at least careful preparation.
According to Huovila, in addition to legal issues, there would also be practical problems if negative test results were required as an alternative to or in addition to vaccinations. “It would be quite a rumba when there are hundreds of thousands of unvaccinated wage earners.”
“Is also sectors such as the construction industry, which now has a lot of unvaccinated. With the duty, the wheels could stop spinning, and a patch should be put on the hatch. Even teleworking cannot be done everywhere, such as in the service sectors and warehouses, ”Huovila gives examples of the difficulty of demarcating borders.
According to Huovila, a better option could even be for society and the authorities to require vaccinations from all citizens. “Employers should now have a big responsibility.”
According to Huovila, the vaccine coverage of employees should be increased primarily through occupational health care.
High school graduates Akava, the labor market organization, is in favor of extending the use of the corona passport to all workplaces on a temporary basis.
“It’s an emergency now, and it looks like the corona situation is getting worse. It is necessary to prevent the burden on healthcare and ensure occupational safety, ”explains Akava Katarina Murto.
“It is obvious that the corona passport has enough challenges related to fundamental rights, labor law and labor protection, and it requires thorough preparation,” Murto says.
Murto emphasizes that this would not be a strict vaccination requirement, but that the employer would have an obligation to provide other work for those who are unable to take the vaccine for medical reasons.
Occupational safety should also be ensured through teleworking, masks, protective equipment and safety gaps.
“The most important thing is that a workplace coroner pass would encourage you to take the vaccine and keep society open,” Murto says.
Third the central organization of employees, the STTK of white-collar workers, is still pending.
“If the corona passport required for the job is prepared to be prepared in a tripartite way, of course we will participate in it, but our initial attitude is cautious,” says the director. Minna Ahtiainen From STTK.
Ahtiainen lists the issues related to fundamental rights and the data protection of individuals as grounds for reservations. Securing a livelihood is also a concern if pay is stopped in extreme situations.
“Unemployment insurance is not available when the employment relationship is in force. Maybe some kind of solution for income support would be possible, ”Ahtiainen ponders.
Business the federation (EK) has long been urging policymakers to initiate tripartite preparations for legal clauses that would give employers the right to require an interest-bearing passport from employees.
“Employers already have a responsibility to ensure employee safety,” says the director Ilkka Oksala From the EC.
EK requires an interest rate passport for all sectors, but according to Oksala, the employer could consider whether work can be arranged or whether a passport is needed, for example for outdoor work.
The primary goal would be to get all employees to take the vaccine if their work endangers the health of others. The last resort would be to suspend payment of wages.
Oksala does not believe that requiring a corona passport would also exacerbate the shortage of labor and skills that EK already considers to be an emergency.
