A further 28 researchers asked to resign this Wednesday, 1st, from their functions in the process of evaluating postgraduate courses at the Coordination for the Improvement of Higher Education Personnel (Capes). Added to those registered on Monday, the resignations reached 80. This time, the Chemistry area asked to withdraw from activities at the institution. The reasons are similar to those presented by researchers in Mathematics and Physics, who had already asked to resign.
Chemistry scientists point out a lack of dialogue with the Capes presidency and little commitment to the main assessment conducted by the institution: the quadrennial assessment, which periodically checks the quality of postgraduate courses in the country. new postgraduate courses have been under way before evaluation of existing courses can be resumed.
“We understand that the inexistence of a formalized national postgraduate policy makes the entire system fragile, in the sense that diagnostics, goals and strategic challenges are not available to the entire community. It is also no longer possible to speak of a true dialogue”, wrote the Chemistry scientists in a letter of resignation, obtained by the state.
Capes is a research promotion agency, linked to the Ministry of Education (MEC), whose mission is to evaluate postgraduate courses in Brazil. Since April of this year, it has been chaired by the dean of the University Center of Bauru, Claudia Mansani Queda de Toledo.
This Wednesday’s resignation request was made by three coordinators and 25 consultants linked to the area of Chemistry. O state found that there was a conversation between Claudia and the coordinators on Tuesday, but the researchers did not notice any changes.
To conduct the post course evaluations, committees are set up in each of the areas of knowledge. There are 49 assessment areas at Capes. In each of them, through a public process, three coordinators are summoned for a four-year term. These coordinators, in turn, hire consultants who are experts in their fields.
In the resignation letter, the Chemistry researchers recall that the work of area coordinators and consultants is a voluntary work. “We gladly accept to collaborate with Capes, knowing that an inductive and formative assessment is the way to improve the quality of human resources training for the country, in the production of knowledge and in the transfer of this knowledge to society”, they state.
According to the group, postgraduate studies have always been treated as a “state policy and not a government policy”, but this has changed in the current administration. The researchers say that there is a lack of commitment to the quadrennial evaluation and there is inertia in taking the necessary actions to resume the process, which has been paralyzed by legal issues. Another questioned point is a request for a document for the submission of distance postgraduate proposals.
“A good part of the areas, including Chemistry, have little or no experience in EaD. The preparation of such documents, in such a short time, should have been preceded by a broad discussion with different actors, whether EaD in graduate studies applies to all areas and what would be important to promote their implementation with the proper quality”, write.
