Super Green Pass, the green pass as a buffer is no longer enough, which instead remains valid to go to work
The Council of Ministers issued the draft, awaiting publication in the Official Gazette, of the so-called super green pass or reinforced green pass. Let’s see what it provides.
First of all, thevaccination obligation, as well as for medical-health personnel (already in force since spring) who are now also obliged to take the third dose of the vaccine, to three further categories starting from 15 December: to) to the “school staff of the national education system, non-peer schools, educational services for children …”; b) to the “personnel of the defense, security and public rescue sector”; c) to the aforementioned “school managers and heads of institutions”. In practice, the vaccine also becomes mandatory at school and for law enforcement personnel; however, the decree does not clarify anything about the University – unless it is intended to be included in the generic “national education system” – and about teachers / professors of all levels. but by now we are used to it, they can do and undo whatever they want.
The most important novelty of the decree is the introduction of the super green pass. Starting from November 29th (until it is specified!), Art. 5 of the law decree provides that “In the yellow and orange areas, the use of services, the carrying out of activities and movements, limited or suspended in accordance with current legislation, are only allowed to subjects in possession of one of the COVID-19 green certifications referred to in Article 9, paragraph 2, letters a), b) and c-bis)“Of the decree-law of 22 April 2021, n. 52, converted, with modifications, by the law of 17 June 2021, n. 87, i.e. only with a green pass obtained following vaccination or recovery from Covid. Those who refuse will be suspended from work and from pay until the end of the state of emergency, the duration of which is essentially indefinite..
This means that, in the yellow or orange zone, to go to the restaurant, the bar (seated), the cinema, the theater, the museums, the swimming pool, parties, cultural events, public ceremonies, discos, etc., the green vaccination certificate is required. or after healing. The green pass as a buffer is no longer sufficient, which instead remains valid (48 hours if from rapid swab, 72 hours if from molecular) to go to work, to access the hotel or the changing rooms for sports activities, or to take regional or inter-regional trains, but also to use local public transport (significant news), where checks can be carried out on a random basis.
Practically, for the Regions that will go into the yellow or orange zone, the closures provided for by the previous legislation will no longer be triggered but to be able to use the services mentioned above it will be necessary to be vaccinated or cured. The aforementioned measures also apply in the white area, but “only” from 6 December to 15 January, except for extensions. As far as the red zones are concerned, the current rules apply, i.e. everyone at home, except for any new rules that modify those already in force.
Thirdly, the reduction of the temporal validity of the green pass from vaccination, which passes from 12 to 9 months, with the possibility of taking the third dose already five months after the second.
