The association that encompasses self-employed doctors (those with their own private practice that provides health services to civil servants), Unipromel, threatens that Its professionals will break with the insurers and leave the Muface concert if they accept a lower premium than what they ask for.
The organization, which brings together some 5,000 doctors, rdemands to the Government an average bonus of more than 1,500 euros for each official Let Muface choose. Its president, Ignacio Guerrero, alleges that for the State it would be “cheaper” than if all officials went to public health, where a total of 1,736 euros per patient is invested. In sum, would mean an increase of 300 million with respect to what the Government offered in the last concert, which was deserted.
In this sense, Guerrero points out that, if insurers “swallow” with a “tiny” increase, many doctors will ask to be “deleted” from the system. If, for example, an increase of 24% is admitted – instead of the 40% that companies have so far demanded – Unipromel assures that it will carry out an audit to ensure that the increase in the premium “has an impact on the salaries of employees.” professionals”. “If Muface improves by 24%, the professional has to improve the same percentage, not 5%,” he says, insisting that “every day, 80 professionals leave insurance.”
For all these reasons, the organization proposes a radical change of the board, with hospital groups, health centers and doctors being the ones that directly adhere to the agreement, eliminating the intermediation of insurance companies so that the budgets of the agreement are directly reflected in the conditions of the professionals. Unipromel has baptized this as ‘Muface Directo’, and they affirm that they would begin to build it if the Government applies the nine-month extension if there is no agreement with the companies.
In any case, doctors will need large hospital groups to form this new system, but the private healthcare employers’ association (Aspe) does not currently want to comment on this initiative, after being consulted through this means.
“If insurers do not want to continue adding value to the chain, we understand that the system does not have to die,” he emphasizes. Thus, the president of the association criticizes that they “have been applying cuts for years” to the doctors who provide Muface services. “They have us suffocated,” he says, ensuring that, for each Primary Care consultation, a Muface doctor receives about six euros. This amount, Guerrero states, should be doubled so that professionals can truly benefit from serving mutual members. In their opinion, the model they propose would constitute “concerted public healthcare.”
to the courts
Unipromel has also already warned that they will also appeal the Muface concert when the Ministry of Public Service announces the offer if it is lower than their demands. which represents an increase of 47% in the average premium.
He already did the same with Mugeju – the mutuality of judges and prosecutors – and with Isfas – the mutuality of the military – which were the only ones that came out ahead, since Adeslas and Asisa have remained in both despite the fact that others like Sanitas, Mapfre and DKV itself decided to leave Mugeju.
At this moment the contracting process is suspended on a precautionary basis, so now it is the turn of the Central Administrative Court of Contractual Resources, who will rule whether this process continues or not, with all that this entails. Around 600,000 employees depend on these two mutual societies.
