A court leaves Mugeju and Isfas, the Muface of Justice and military officials, in the air

Even with the Ministry of Public Service trying to resolve the open crisis in Muface, the Central Administrative Court of Contractual Appeals has suspended, on a precautionary basis, the open bidding process for Mugeju and Isfas healthcare, which covers civil servants justice and to the military, respectively, as well as to their families. The measure, according to the resolution to which the EFE agency has had access, does not affect the deadline for submitting offers nor prevents its completion.

The resources for both tenders were promoted by Unipromel, the Spanish association of free practicing doctors, traditionally critical of the Muface, Mugeju and Isfas model, considering that the intermediaries, in this case the insurers, do not have an impact on the increases in the prices. bonuses on “the true providers of the contract, who are the doctors” and to pay them with “leonine” conditions. Its president, Ignacio Guerrero, is a firm defender of the ‘Muface direct’ model, in which the State would pay hospitals and private consultations directly.

In its resources, to which elDiario.es has had access, the association estimates “that the regulatory documents of the contract in question are contrary to the legal system and harmful to the legitimate rights and interests of medical professionals.”

While waiting to know the final resolution, unlike Muface, several insurers have attended the concerts for Mugeju and Isfas for the years 2025 and 2026. Specifically, Adeslas and Asisa do want to continue providing assistance to the military and judicial officials , to which Nueva Mutua Sanitaria also opts. In total, each of the mutual societies serves 92,000 and 560,000 beneficiaries and family members, respectively.

The Justice Mutual Fund, dependent on this Ministry, published a message on its website this Friday indicating that it has been notified of the suspension of the procedure. In the note, it informs its beneficiaries that the organization “is already working on planning the measures to be adopted so that, in any case and always under current regulations, there is no harm” to the group.

The president of the Independent Trade Union Center and Civil Servants (CSIF), Miguel Borra, announced this Friday a “great mobilization” for the next day the 14th before the General Directorate of Muface. The objective is to force the Executive to reach an agreement with private insurers, who have already rejected a 17% premium increase, the largest in historical series, but which the companies consider insufficient.

In an event organized by the New Economy Forum, Borra also pointed out problems in Mugeju and Isfas. In the first, he said, “three insurers have collapsed, two remain and one is small,” which is why he regretted that “at this time there are 35,000 justice officials, public servants, who find themselves having to change companies.” ”.

While these two mutual societies depend on Justice and Defense, Public Function is trying to resolve the crisis with Muface, after the concert presented by the Government was deserted. The Ministry changed the procedure and this Wednesday opened a period of preliminary consultations so that, within a period of 10 days, the companies justify with evidence at what price they would be willing to provide the service, before presenting a new offer.

Both UGT and Workers’ Commissions have considered this measure “adequate.” In a joint statement, both unions have asked for “speed” from the Government and “responsibility” from insurers, to close an agreement that will remove more than a million people from uncertainty, including officials and their beneficiaries. In any case, the Government has conveyed a message of tranquility, ensuring that they will continue to receive the benefit as before, even with an extension that forces Adeslas, Asisa and DKV to continue providing the service under the same conditions.

Borra, for its part, has calculated that the new tender could go “beyond” January, with the previous contract, for 2022, 2023 and 2024, finalized, which, in practice, would mean the extension that the Ministry is considering. “If you want the model to continue, you should have started working sooner,” he criticized during his speech, in which he indicated that, although he wants to “believe that there is no plan to put an end to mutual societies,” there are “many signs that “the best does exist.”

The Ministry of Health, which has no powers in this matter, has published a report in which it considers that, “in the current context”, the “possibility of incorporating the mutual benefit population into public health care” is “an option both “viable as reasonable.” Public Service, for its part, assures that this is not the plan.
