With the aim of solving the “real need for specialist doctors in the National Health System” and streamlining the current process, which “is characterized by long waiting times and excessive bureaucracy”, the Ministry of Health has put out to public consultation this Monday the draft royal decree that will regulate the process to recognize the specialist titles of non-EU doctors, that is, those who obtained the title of Medicine outside the European Union.
In order to practice in our country, these doctors first need to validate their graduate degrees and, then, their specialty. This process can take years. Therefore, with this royal decree the department headed by Mónica García intends to speed up the process to “update, improve, simplify and streamline” a procedure that, as the document points out, causes “delays in the processing of applications.”
«The Ministry of Health must urgently address the need to grant recognition to those specialists in an irregular situation that the autonomous communities continue to hire due to the need for specialists in Spain, as long as they comply with the provisions of the Spanish and European standard.» , continues the public consultation text. In this sense, it states that the royal decree will stop the hiring of people who do not have the title recognized and will force the autonomies to communicate with the ministry before hiring them.
With the project, Health maintains, it is also intended to give preference to the recognition of specialties that are considered deficient. To this end, a special channel will be established for the recognition of degrees in those specialties in which there is a lack of professionals.
Online process
As reported by the ministry in a press release, it seeks to make the procedure more efficient and transparent. To do this, the ‘Retuex’ electronic application will be implemented, which will allow the entire procedure to be carried out online, from the submission of the application to the notification of the resolution.
Health also insists that one of the main objectives of the project is to ensure the quality levels of the health system. That is, “that the procedure for professional recognition of foreign qualifications does not detract from the high levels of quality achieved, both in Spain and in the other Member States of the European Union, in the training of specialists.” Therefore, the text continues, in addition to the comparison between the training acquired in the country of origin of the specialty and the Spanish one, it must be verified that it complies with the European directives in this regard.
People interested in sending contributions to incorporate into the project, as well as organizations and associations, have until December 3 to do so.
