The PSOE brings to its 41st Federal Congress a proposal to share business profits with workers

Three weeks until the 41st Federal Congress of the PSOE and Spain is torn between consternation after the tragedy caused by DANA and the indignation of those affected. The country and the collective mood are not in the mood for much attention at party summits. With that of the socialists, the last week of November, Pedro Sánchez intends to fine-tune the brand’s ideology, convinced that “the great social, economic, environmental and feminist advances that our country has achieved in democracy have always happened under the political leadership of the PSOE.” This is what it says in the introduction of the Marco Presentation to which elDiario.es has had access and which Ferraz will send this Tuesday to all the groups to present their contributions.

Nobody expects, as has been speculated in recent months, major organizational changes or even in the federal leadership. If María Jesús Montero remains in charge of the Deputy Secretary General and Santos Cerdán in Organization, as is assumed, the new appointments will have little relevance because the weight of the structure will remain in the same hands. Nor will there be, coinciding with the Federal Congress, a profound remodeling of the Government, beyond the change forced after the incorporation of Teresa Ribera to the European Commission. The only doubt is whether Sánchez will maintain that vice presidency or not and to whom it will fall. In the rest of the portfolios, no changes are expected, as far as those in the president’s core of trust have been able to testify.

Where there will be new developments is in the programmatic corpus, as stated in the framework document of the 41st Federal Congress, which poses four great challenges: a different growth pattern compatible with the well-being of the planet, the new demographic and technological realities and of a society who wants to work differently; the climate emergency; the transformation of the global order in the midst of a world in which trade wars, armed conflicts, violations of human rights, and the questioning of the United Nations and the multilateral system and the rise of authoritarian values ​​and ultra-internationalism proliferate. .

All in a presentation with more than 230 proposals that will be enriched and debated by the militancy in the coming weeks and with which the socialist leadership intends to “create a social democratic project that excites citizens and serves as a reference for global social democracy. A project that puts optimism back in fashion and guides our efforts throughout this decisive decade,” the text reads.

Among the most innovative initiatives, the following stand out:

Abortion and marriage between same-sex spouses, to the Constitution. The PSOE intends to bring to the Magna Carta the social achievements of the last decade and shield the advances achieved “against the advance of the extreme right so that they have to be observed and respected at all times and in every territory, regardless of the political sign that governs.” . They will be the right to voluntary interruption of pregnancy, marriage between same-sex spouses, the public nature of protected housing, and the obligation to revalue the Minimum Professional Salary so that it is always above 60% of the average salary, as as recommended by the European Social Charter.

Distribute company profits among workers. The socialists aspire to force large companies by law to distribute a part of their profits among their employees, as was already approved in France in 2023, “with the aim of promoting the involvement and effectiveness of our workforce and achieving a more equitable distribution of wealth.”

Citizen seat. “We will open institutions more, creating a citizen seat in the Congress of Deputies and the Senate as a space for direct citizen participation. This seat will not have a permanent holder or the right to vote, but it may be used by different representatives of civil society to ask questions in the control sessions to the Government and may address the Chamber to present non-law proposals of popular initiative and citizen amendments to ongoing legislative initiatives, thus expanding citizen participation beyond the channels of a popular legislative initiative,” according to the framework presentation.

Gradual training in Universities and FP. Progressively integrate the dual training model into all university degrees and vocational training degrees so that all students combine their theoretical training with practical experience in companies, public entities or NGOs.

FPU scholarships for the best records. A state scholarship program similar to that of the FPU (University Teacher Training) that will allow young people with better records and medium and low family incomes to spend time preparing an opposition to the main civil servant bodies of the State.

Prohibition of tourist housing. The conversion of residential homes into tourist and seasonal homes will be prohibited in areas of high demand, with the aim of discouraging speculation, containing prices and guaranteeing citizens’ right to a home.

Universal Citizenship Aid. We created Universal Aid for Citizenship that will integrate all the non-contributory benefits of the system (IMV, unemployment, scholarships, aid to families, etc.) into a single mechanism that will speed up and simplify procedures, save costs, and ensure that everyone and everyone receives the aid that corresponds to them.

Autonomous Financing. Commitment to reform the current model, guaranteeing greater resources for all the Autonomous Communities, strengthening public services and making solidarity with equal tax effort compatible with the recognition of singularities. The new system will result in a fairer distribution of financing, will close the way to fiscal dumping and will include the creation of a true Autonomous Fund for reindustrialization and the convergence of incomes between Autonomous Communities, the presentation establishes.

Fight against tax evasion by the mega-rich and the establishment of a minimum marginal rate of 50% in the general personal income tax rate starting at 300,000 euros per year.

Defender of Future Generationsresponsible for analyzing the impact of ecological, social and economic imbalances and protecting the interests of future generations.

All this from the conviction, as stated in the framework presentation, that “those who say that Europe has already reached its zenith of prosperity and that the only thing it can do now is control and delay its decline are lying or wrong.” Socialists believe that “there are still great advances to be made and new levels of well-being to be achieved” and that “future generations will live in a better world than ours.”
