The Xunta de Galicia has hidden for more than two years the declaration of assets of Mar Sánchez Sierra, right-hand man of the PP leader, Alberto Núñez Feijóo, and who accumulates a million-dollar asset in properties that he has in his name or through inherited companies. of his family.

The Government of Alfonso Rueda, Feijóo’s successor, has not published that statement on its website since in May 2022 Sánchez resigned at his own request as General Secretary of Media of the Xunta to accompany Feijóo in Madrid after his appointment as president of the PP .

The current deputy and head of communication for the PP at the state level is the most trusted advisor of the current leader of the PP. He has accompanied Feijóo practically his entire political career. The declaration that he had to present after his dismissal in 2022 is not available on the Transparency portal of the Xunta.

In compliance with the State Transparency Law, the regulations of the Xunta obliges all its senior officials to present the corresponding asset declaration within a period of three months from the appointment and dismissal to the Registry of Assets and the Galician Office of Incompatibilities. and Good Practices. These declarations must be published in the Official Gazette of Galicia. About 300 statements of this type can be consulted on the Transparency website of the Xunta, but not that of Mar Sánchez, because it has never been published, sources from the Galician Government acknowledge.

These sources assure that the current national representative presented that statement “in a timely manner” and that they have documentation that proves it. Sánchez says he does not remember when he handed it over. This editorial team has in vain asked the Xunta for access to these receipts to verify what date it was done.

Galician legislation classifies as a “very serious offense” not presenting these documents when leaving a high position, under threat of measures such as dismissal from public office and fines. The promotion of such punishments corresponds to the Xunta itself. Far from doing so, the Galician administration assumes the blame and implies that the papers from Feijóo’s right-hand man arrived on time, but were misplaced before reaching the Official Gazette of Galicia, where they were never published.

Sánchez’s dismissal as a senior official of the assets that all national parliamentarians have to deliver, with a much less demanding model than the one usually set by conflict of interest prevention bodies at the state or regional level. That statement was published on September 15, 2023 in the official bulletin of Congress.

The Xunta has provided elDiario.es with a document with information on Sánchez’s assets that its Official Gazette should have published. According to that document, which has no date, after her dismissal, the current deputy declared assets of 1,747,150.02 euros: real estate with a cadastral value [inferior al de mercado] of 458,650.02 euros and “other assets” worth 1,288,500 euros. In its liabilities (credits, loans, debts…) it recorded 18,186.36 euros.

In the summer of 2023, Sierra declared in Congress shares of the family real estate company Inpronosa Inversiones, SL, which he has presided over since last year, with a book value (which does not have to correspond to the real one) of 756,715.12 euros; and a stake in another family real estate agency, Fincela SL, to which he assigned a value of 141,600 euros. It also reported “deposited” shares [sic] as of August 2, 2023 for another 195,005.79 euros.

In total, 1,093,320.91 euros in titles. “I don’t hide anything that I have to make public,” the deputy said in a telephone conversation, refusing to detail those participations. Added to that figure are another 198,185.34 euros in pension plans, investment funds and checking accounts, and 78,461.57 euros from the recumbent inheritance of his mother, who died in February 2022.

An undeclared apartment

The document available on the Congress website includes ownership of a Volkswagen Golf acquired in January 2008, zero debts and a significant real estate asset. But it omits a 153 square meter apartment in the center of A Coruña that Mar Sánchez has had in his name since this year. The deed was formalized on March 15. A mortgage of 300,000 euros weighs on the property, according to the Property Registry. Apartments of those dimensions in that area are sold on idealista for 350,000 euros. Deputies are required to update changes in their financial situation, but there is no defined deadline or deadline for doing so.

Sánchez Sierra adds to that property in A Coruña a portfolio of apartments, premises, plots of land, offices and industrial warehouses as a result of a “succession agreement for improvement” signed on December 30, 2020 to distribute the family inheritance with his three brothers when their Parents were still alive (both died in 2022). In Galicia, this legal tool allows a person to transmit assets or rights to their descendants, such as children or grandchildren, even retaining usufruct, as is usually the case with homes.

As a result of this pact, Sánchez declared in Congress in 2023 that she is the owner of, among other assets, 25% of two urban properties and another rural property in Cambre (A Coruña), without specifying their surface area. These are lands in that municipality and in Oleiros, very close to the capital of A Coruña, in the name of the company Fincela SL, of which Sánchez is a shareholder along with his brothers. According to the Property Registry, Fincela has 13,258 square meters around what are known as Bailly houses, two mansions in ruins on land with great urban development potential whose reclassification was endorsed by the Xunta de Feijóo. in May 2021in a process that the mayor of Oleiros decided to appeal to the Supreme Court, who has described it as a “blow.”

The three properties were registered in Fincela’s name by title of allotment in payment of debt on August 31, 2012. As a result of this succession agreement, Sánchez also declared in Congress a 64 square meter apartment and a 323 m² commercial premises in A Coruña, acquired on the penultimate day of 2020 through a community of property. And, in the name of companies in which it is a shareholder, 25% of a portfolio of thirty properties: in A Coruña, two offices of 64 m², an industrial warehouse with 1,165.5 m²; two apartments of 81.4 and 63.77 m², five parking spaces and two commercial premises of 115 and 113 m²; in Cambre (A Coruña), the land already mentioned and three industrial warehouses with 1,405 m²; and various properties in Miño and Laracha (A Coruña) and in Cacabelos (León).

The statement also included a home, a garage and two storage rooms in Madrid that, according to what it indicates, Sánchez bought in November 2000, when Feijóo presided over Correos and she was Director of Communication in this public company; and a home with a garage and storage room in Santiago de Compostela that he acquired in 2003, when he returned to Galicia.

Sánchez declared in Congress 60,319.49 euros of income in 2022 from his salary as head of the Projection and Image area of ​​the PP, from his remuneration in the Xunta in the months in which he was still a senior position, and from allowances of two Galician public companies in which she was a director, in addition to dividends and other income.

In a declaration of assets that she presented to the Xunta on February 20, 2017, already as Secretary General of Media, the current deputy did not communicate participation in any company. The real estate agency that he has presided over since last year, an “unpaid” position, has “no type of relationship with the Public Administration,” specifies the document available on the Congress website.

Based in A Coruña, Inpronosa Inversiones was established in February 2004. In 2012 it achieved more than one million profits. Since then it has presented very discreet activity figures. In 2023 it had a turnover of 110,190 euros and had just over 3 million in assets. 1.9 million were real estate investments, according to its latest accounts, accessible through Insight View.

Sánchez has presided over this company since April 2023, replacing his father, who died in December 2022 at the age of 95. His brother, Norberto Sánchez, serves as secretary and CEO, who in turn chairs Fincela, established in 1996. The latter closed 2023 with 2.2 million in assets and zero euros in turnover.

The deputy is the granddaughter of Norberto Sánchez Méndez-Bálgoma, a businessman with a coal or wine import business in the post-war period who amassed an important real estate asset during the dictatorship and held positions on the Provincial Board of the Board of Trustees for the Protection of Women, an institution whose role as an instrument of moral indoctrination of Francoism is widely documented.

Feijóo’s political career could not be understood without Mar Sánchez. With a degree in Information Sciences from the University of Navarra and always in charge of her communication strategy, the 55-year-old journalist accompanied Feijóo when he became head of Correos, in 2000, and in his jump to the Xunta, when he joined in Manuel Fraga’s government team.

Already with Feijóo at the head of the Xunta, in 2009, she was the general director of Communication. In 2013 she was appointed General Secretary of Media, with powers over the funds distributed among the press and supervision of the Radio and Television Corporation of Galicia.
